The bases of Rho Muhyun Government's real estate polies are the formal egalitqrianism and the emphasis of conflict aspects of the real estate. Characteristics of real estate polices constructed on these bases are the occurrence of internal conflict, mere addiction to real estate markets, contiunous attach to the public concept of real estate ownership, myopia and the connection to the populism. In conclusion, real estate polices of Rho Muhyun government is much more close to income redistribution policies rathaer than to the pure economic policies. Instabilities of real estate markets and the widening of social and economic gap are caused mainly by these characteristics of real estate policies.

참여정부 부동산 정책의 기조는 형식적 평등주의 및 부동산 갈등론이며 이러한 기조 하에 수행된 부동산 정책의 특징은 내적 모순의 발생, 근시안적(Myopia) 경향, 부동산 시장에의 함몰성, 공개념에 대한 지속적 미련, 포퓰리즘(populism)과의 결합 등이다. 결론적으로 참여정부 부동산 정책은 부동산 정책이라기보다는 소득 재분배정책에 가깝다고 볼 수 있다. 이러 부동산 정책의 속성에 의해 가격불안정 , 양극화의 심화 등 각종 부작용을 초래하였다.
