Policy makers have emphasized the cultivation of knowledgebased marine industries in the environment of globalization. For this, the government, through financial supports, has continued to entice the participation from private. Thus, this study is to measure how our marine industry is affected by the government’s “informatization policy” and where it is in the present industrial structure. The marine industry is divided into four sectors in this study, such as water transportation, harbor, ship building and repairing, and fishery products. Three different financial supports for these four sectors are applied, then compared and contrasted with the changes in production activities of those four particular sectors and other industries. This analysis considers the industrial relations of substitution or compensation with other industries when it is supported by the government. The result of this analysis indicates that the marine industry is less IT friendly than other industries in our economy. The initial response for the marine industry is to increase the use of IT for the enhancement of its competitiveness through the reduction of transaction costs. And afterwards, choosing an appropriate type of the financial support is advisable to minimize the negative effects on other industries while ensuring the benefits from the support for the corresponding industry.

정부는 해양산업에 대한 재정지원을 통해 민간의 참여를 유도하고 세계화와 정보화로 인한 해양환경의 변화에 대처하기 위해 지식기반 해양산업육성을 강조해왔다. 따라서 이 연구에서 국가차원의 정보통신산업의 육성으로 말미암은 산업구조의 변화속에서 해양산업의 정보화에 대한 현주소를 알아본다. 해양산업을 수상운송, 항만시설, 선박제조, 수산물 부문으로 대별하여 정부의 해양부문에 대한 재정지원방식에 따라 해당산업과 여타산업에 미치는 생산변화를 찾는다. 특정산업을 지원하는 경우에 이 지원을 통해 다른 산업에 미치는 생산구조의 변화가 보완내지 대체관계에 있음을 분석한다. 결론적으로 해양산업은 다른 산업에 비해 아직 정보화가 이루어지지 않아 IT산업과의 낮은 연관성을 끌어 올리는 노력으로 거래비용을 낮추어 경쟁력을 제고해야 한다는 것이다. 해양산업의 경쟁력을 향상시키고 지원방법의 적절한 선택으로 여타산업과의 역효과를 최소화하는 것이 주요 과제라는 시사점을 찾을 수 있다.
