Social security is more powerful than taxation in measuring the effect on income redistribution in Korea. Gini coefficient does not count in-kind types social benefits and indirect taxes so that distorts the real state of income inequality. To cure this distortion, consumption gini would be an alternative. Cash benefits are superior to in-kind benefits in the effects of equity. And consumption gini is more reasonable than income gini in the aspects of measurement of redistribution.

소득재분배 효과면에서 사회보장제도가 조세 보다 더 우수한 것으로 분석된다. 지니계수는 현물급여를 제외하고 측정되어 실질적인 소득분배상태를 왜곡하므로 소비의 지니계수가 대안이 된다. 사회보장의 현금급여가 재분배 효과면에서 현물급여 보다 우수하며, 재분배효과의 측정은 소득지니 보다는 소비지니가 더 효과적이다.
