This paper aims to explore new alternatives and strategies for the Korean economy. Korea has succeeded in a speedy and compressed industrialization in a short period by adopting an 'uneven development strategy' under the strongly centralized regime. But this strategy caused a lot of problems such as deepening of the regional imbalance, weakening of the local autonomies, hindering of the national integration, weakening of the national competitiveness. Without resolving these negative effects urgently, Korea may face national downgrading in the near future. Under these circumstances, the Participatory Government set innovation-driven economies as a core national agenda and seeks a paradigm shift from a centralized development model to a decentralized development model. In an era when competition is driven mainly by information and knowledge, the sources of national wealth are also changing from labor-capital intensive economies to innovation-driven economies. Therefore geographic proximity between local actors and institutions begins to play a very important role in the innovation. Thus, to respond to these worldwide economic changes swiftly and flexibly, we need to shift from an old centralized development paradigm to a new innovation-driven development paradigm.

이 연구는 최근 세계경제환경 변화를 둘러싼 논의를 비판적으로 재검토하고, 한국 경제의 재도약을 위한 새로운 대안과 추진전략을 살펴보는 것을 목적으로 한다. 최근 세계의 경제환경은 산업활동의 세계화, 디지털·네트워크화, IT·BT·NT 등 지식기술혁명, 중국경제의 급성장, 환경과 시장의 조화라는 대소용돌이에 직면하고 있다.한국경제는 1960년대 산업화 이후 노동력과 자본 등 요소투입형 발전전략을 통해 급속한 성장을 이루는 데 성공할 수 있었다. 그러나 1995년 최초로 1인당 국민소득 1만불을 넘어선 이후 우리나라는 10년째 마(魔)의 1만불 정체상태를 벗어나지 못하고 있으며, 전환기 속의 우리 산업은 선진국과 개도국 사이에서의 넛 크래커(nut-cracker) 딜레마, 혁신이 미흡한 경제구조, 경제주체간 대립의 심화 등의 도전 속에서 혁신에 성공함으로써 새로운 발전의 길을 찾아 나가느냐, 아니면 정체하거나 쇠퇴하느냐 하는 중대한 갈림길에 놓여 있는 실정이다.여기서 연구자는 자본의 세계화, 비정규직 노동자 및 실업률 증가 등 성장과 분배의 선순환 구조가 와해되며, 고용 없는 성장의 딜레마에 직면한 한국경제는 혁신을 통해서만 새로운 성장동력의 재생이 가능하다고 본다. 결국 한국경제가 새로운 도약을 이루기 위해서는 혁신주도형 경제로의 대전환 이외에 다른 대안이 없다는 것이다.
