This study analyzes the leakage patterns of the key industries in Kang-won province. The sizable share of inputs in the industries is supplied by the firms in Seoul and Kyoung-gi, so the increases in the final demand of the industries in Kang-won province leak into the areas. Thereby, the growth of the industries does not contribute to the economy compared to those of the advanced economies such as Seoul and Kyoung-gi according to a MRIO analysis. The creation of inter-related industries of the key industries in Kang-won is essential to the economic growth of Kang-won province. Finally, this research specifies that the key industries had better specialize in a standardized good. The approach will lessen risk and gestation period in developing the key industries in Kang-won province.

강원도의 전략산업인 생물산업(정밀화학군), 의료정밀기기(정밀기기산업군), 문화산업 등 전략산업에서는 상당 부분의 투입요소를 서울, 경기 등 수도권 지역에서 공급받고 있으므로 다른 지역에 비하여 지역전략산업의 성장내지는 수요증대가 강원도의 성장, 즉 역내소득 및 고용창출에 기여하는 바가 작을 것으로 전망된다. 기여도를 높이기 위해서는 우선 기업저변의 확대, 역내자원의 이용률 제고라는 난제를 해결해야 한다. 강원도의 경우 시장이 부족하여 타 지역 기업의 이전이나 창업이 어려우므로 기존 관련기업이나 기업의 창업을 위하여 생산비용을 낮출 수 있는 방안이 모색되어야 한다. 방향을 제시하면 개발의 위험을 낮추기 위하여 첨단제품보다는 표준화된 공정을 갖춘 상품부터 특화를 유도하는 것, 역외수요보다는 역내수요를 파악하여 지역내 제품대체를 추구하는 것, 안정적인 수요보장은 상대적으로 생산비용을 낮추는 효과를 주게되므로 중소기업제품 우선구매제도와 같은 제도를 활용하는 것이 필요할 것이다.
