This study aims to examine Characteristics of cluster and to provide policy implications to strengthen cluster in Busan mechanical parts & materials industry. We examines the inter-industrial linkages by Busan 2000 IO Tables, evaluate characteristics through survey analysis, and estimate efficiency on difference of cluster elements by Data Envelopment Analysis. Based upon the results of analysis, Busan with mechanical parts & materials industry has a few of cluster engines. Mechanical parts & materials industry localization and industrial agglomerations are relatively strong, while networking and innovative synergies are relatively weak. The roles of supporting agencies are relatively weak. Mechanical parts & materials industry can be identified at the immature stage of industrial cluster beyond the status of geographical proximity. Therefore, it is important to promote strategic innovative clusters system for industrial competitiveness. And networking among local agents are to be reinforced for boosting clusters.

이 논문은 부산지역의 전략산업인 기계부품소재산업에 대한 클러스터 특징을 고찰하고 정책함의를 도출하기 위한 것이다. 먼저 부산지역 2000년도 산업연관표를 이용하여 전후방연관산업을 도출하였으며 또한 집적지와 집적정도를 분석하였다. 그리고 기업설문조사를 통해 클러스터의 특징을 고찰하였으며 DEA분석을 통해 구성요소차이에 따른 효율성을 분석하였다. 분석결과 부산지역 기계부품소재산업 내에서 업종간 차이는 있었지만 전반적으로 집적은 강하게 되어 있으나 네트워킹 및 혁신시너지는 약한 것으로 나타나 산업클러스터의 초기단계로 추정되었다. 향후 혁신적 클러스터를 구축하기 위해 클러스터 구성요소들 특히 혁신주체간 네트웍을 강화할 필요가 있으며 나아가 광역적 클러스터의 구축 필요성이 절실한 것으로 나타났다.
