We set up a model of Cournot duopoly consisting of a private firm and a public firm. The private firm maximizes profits, while the public firm maximizes social welfare. We then investigate the effects of privatization of the public firm on consumer surplus, firm value and social welfare. Conflicts of interest are shown to exist between consumer groups, equity-holders of the private firm and labor union regarding the privatization of the public firm.

한국의 상당수의 산업은 과점으로 분류될 수 있으며 또한 산업 내에서 공기업 과 민간기업이 경쟁하는 양상을 보이고 있다. 이들 산업에서 공기업의 민영화가 점진적으로 진행되고 있으나 그 과정에서 많은 논란을 불러일으키고 있으며 민 영화 추진이 지연되는 경우도 있다. 본 논문은 공기업과 민간기업이 경쟁하는 과 점산업에서 공기업의 민영화가 민간기업, 소비자 등의 경제주체에 미치는 영향을 분석하며 민영화에 내재된 집단간 갈등의 가능성에 대해 검토한다.
