This paper estimates scale of those institutionally excluded from the National Pension, and analyzes causes of exclusion within its coverage. As a result, the 17.3% of atypical workers were institutionally excluded from public pension. The more employment type and characteristics of job are atypical, the more it is likely to be excluded from it. Policy measure for solving the problem follows: First, the qualification for workplace participation requires to be modified from working time or period to income-level. Second, the current system for administering qualification and collecting contribution needs to modernize depending on diversification and complexity of atypical employment.

본 연구는 현행 국민연금으로부터 법ㆍ제도적으로 배제되는 비정규직 근로자 규모를 고용형태별로 추계한다. 그리고 적용범위 내 임금근로자들이 배제되는 요인을 분석한다. 그 결과, 2011년 기준 비정규직 근로자 중 약 17.3%(약 87만 명)가 법ㆍ제도적으로 배제되고 있으며, 고용형태와 일자리 특성이 비정규적일수록 국민연금으로부터 배제될 가능성이 크다는 것을 확인하였다. 향후 정책방향은 다음과 같다. 첫째, 사업장 가입 근로자 조건을 근로기간과 시간(1개월 이상 근로 혹은 주당 15시간 이상 근로)이 아닌 근로자의 ‘소득 수준’으로 전환할 필요가 있다. 둘째, 국민연금 자격관리와 징수방식을 비정규 고용형태의 다양성과 복잡성을 반영하여 현대화하는 것이 필요하다.
