In this paper I propose to estimate the effect of the government expenditure on the consumer’s welfare. In particular, I showed that the estimation problem in Aschauer (1985) can be implemented with a partially linear model by Robinson (1988) when we introduce the idea of Graham (1993) into Aschauer (1985). I proposed such estimation approach and applied the proposed method to Korean case by using Korea data during 1994 Q1 - 2010 Q4. Estimation results show that the substitution effect of government expenditure for private consumption is not confirmed at coventional significance level

Aschauer(1985)는 정부지출이 사적소비를 대체하는지 아니면 구축하는지의 문제를 제기하고 정부지출이 소비자의 후생에 미치는 영향을 구조적인 접근방 식에 기초하여 분석하였다. 본고에서는 Aschauer(1985)가 제기한 추정 문제에 Graham(1993)의 아이디어를 결합하여 새로운 추정방법을 제안하였다. 양자의 아이디어를 결합할 경우 Aschauer의 추정 문제는 Robinson(1998)의 부분선형 모형(partially linear model)를 이용하여 추정할 수 있음을 보였다. 제기한 추 정방법을 1994년 1분기부터 2010년 4분기까지의 한국 자료에 적용하였다. 추정 결과 한국의 경우 재정지출은 전반적으로 사적소비를 대체하는 것으로 추정되 었으나, 통계적으로 유의성은 없는 것으로 나타났다.
