Koreans were interested in the issue of justice and fair society. Equal opportunities for everyone are considered as a necessary process for a vair society but equal distribution are also considered from an egalitarian point of view. Emergence of progressive presidents in South Korea brought high expectation of welfare oriented policies, but income equalities worsened during the last 10 years. Wolfson (1994) introduced a scalar polarization index, but it have been called as a bipolarization index in Korea. If a certain income redistribution process resulted in the decrease of the Gini coefficient and the increase of bipolarization index, then such income change policy is not a desirable change. Therefore, considering only changes in the Gini coefficient is not enough to check the welfare status of a society. Changes in the macroeconomic variables such as unemployment rate, inflation rate, economic growth rate, college enterance rate, housing price index, and trade dependence ratio will influence the income shares of different income classes. Changes in the quintile income shares and average incomes of different age generations in response to the macroeconomic variables were considered. Increase in unemployment, inflation rate, and growth rate benefitted the richest 5th share group and hurted 60 years and older age group families.

본 논문에서는 다음과 같은 주제를 검토하였다. 1) 공정한 소득분배란 무엇인가? 2) 민주화선언 (1987년6월29일)이후 진보성향 정권 출현으로 소득분배가 개선되었는가? 3) 소득의 양극화 현상이 (Wolfson index를 이용) 한국에서 일어나고 있는가? 4) 경제 정책의 변화로 거시경제 변수가 변화할 때 소득분배에 어떤 영향을 주는가? 실업율, 인플레율, 성장률, 주택가격상승률, 대학진학율, 무역의존도가 소득분배에 미치는 영향분석, 5) 세대별 소득분배 (30대, 40대, 50대, 60세이상)에 영향을 미치는 요소는 어떤 것이 있는가? 그리고 6) 소득분배 개선을 위한 정책은 무엇인가를 논의한다.
