The North-East Asia Oil Hub project has been under consideration since the mid-2000s in Korea. This paper presents a real option method for assessing the economic feasibility of the oil hub project in the presence of uncertain benefits and irreversible costs of the project. The paper analyzes the optimal capacity of the project as well as optimal benefit level by considering the relationship between investment costs and capacity size. It is shown that the project has sufficient economic feasibility even in the presence of significant uncertainty on future benefit flows. Sensitivity analysis proves robust results regarding economic feasibility of the oil hub project.

석유자원은 에너지 자원으로서의 중추적 역할을 담당하고 있다. 에너지 자원에 대한 해외의존도가 높은 우리나라의 경우 석유자원에 대한 안정적인 공급의 필요성이 꾸준히 제기되어 왔으며, 이러한 배경으로 한국석유공사를 중심으로 「동북아 오일허브 사업」이 2000년대 중반부터 진행되고 있다. 본 논문은 사업의 비가역성과 불확실성을 감안한 실물옵션 기법을 사용하여 「동북아 오일허브 사업」의 사회적 경제성을 평가하였다. 분석결과,「동북아 오일허브 사업」은 사회적 관점에서의 경제성을 충분히 확보하는 것으로 나타났다. 아울러 본 연구에서는 기존의 실물옵션과는 차별되게 물동량의 규모에 따른 시설투자비용의 관계를 고려하여, 사업경제성을 확보해 줄 수 있는 최적 물동량 및 편익 수준을 도출하여 각 변수에 대한 민감도 분석을 시행하였다.
