The purpose of this paper was to evaluate the NURI project in terms of employment rate utilizing difference-in-differences model. The major results of the study could be summarized as follows. It was found that average employment rate of NURI teams was significantly higher than those of the other comparable groups. Average employment rate of NURI teams was the lowest among all comparable groups. However, it improved year by year, and it reached to the highest among all comparable groups. This result was also confirmed by the analysis of the difference-in-difference econometric models. The employment rate of the NURI teams was found to be higher than those of other groups even after controlling for other variables which might affect employment rate. In addition, it was noticed that fund support per student had positive effect on the employment rate, and that medium-scale project teams and center project teams were efficient than large- or small-scale project teams and cooperative project teams respectively in raising the employment rate.

본 논문은 누리사업의 선정여부가 취업률에 미치는 효과를 분석하기 위하여, 이중차감법 모형을 활용하여 그 효과를 검정하였다. 우선 취업률 추이를 살펴보면, 누리사업의 취업률 향상 효과가 상당히 컸다는 것을 알 수 있다. 누리사업단의 취업률은 2004년에는 여러 비교집단 중에서 가장 낮은 수준을 기록했으나, 해마다 상승하여 2008년에는 가장 높은 수준을 기록하였기 때문이다. 이러한 결과는 이중차감법 기본모형 및 확장모형의 회귀분석 결과에 의해서도 확인이 된다. 이중차감법 모형에서 누리사업의 효과를 측정하는 교차항의 계수를 보면, 누리사업단의 취업률이 비교집단에 비하여 연도별로 점차 상승하고 있기 때문이다. 둘째, 누리사업의 효율적인 지원방식에 대하여 분석한 결과에 의하면, 학생 일인당 국고지원액이 취업률 향상에 긍정적인 효과를 미치며, 누리사업의 지원 유형 중에서 대형이나 소형보다는 중형이 취업률 향상에 다소 더 효율적인 것으로 나타났고, 중심대학의 취업률이 협력대학보다 더 향상되었음을 알 수 있다. 또한 지역별 더미와 국/사립 여부 변수가 취업률에 미친 영향을 보면, 충청의 취업률이 가장 높고, 그 다음이 영남, 호남 그리고 강원 및 제주가 가장 낮은 것으로 나타났으며, 사립이 국립보다 취업률이 높은 것으로 나타났다.
