This study is to analyze growth potentials of the Korean economy. To this end, growth accounting based - production function approach was employed to estimate potential GDP and potential growth rates, and thereby to analyze Korea's growth potentials on the basis of such estimates. Study revealed that depressed investment activities and consequent sluggish physical capital accumulation turned out to be the major source of sharp decline of potential growth rate in Korea, and that increased human capital accumulation partly contributed to compensate such decline. It was thus advised to conduct long-term economic policies conducive to recovery of physical capital accumulation, strengthening the human capital accumulation, increase in R&D investments, instituting new growth engine industries, and alleviation of polarization through enhanced linkage effects between industries, and so on, in order to revitalize the Korean economy. This study also suggests that Korea should not rest in short term demand side economic policies and their consequent recovery effects, but actively should seek for long term supply side economic policy measures such as restructuring of the public sector and institutional improvement in various sectors.

본고에서는 우리 경제의 성장잠재력 현황을 파악해 보고 약화된 성장잠재력의 원인과 성장잠재력 제고방안 등에 대하여 살펴보았다. 이를 위해 성장회계나 성장기여율 등을 계산하는데 널리 활용되고 있는 생산함수 추정방식을 이용하여 잠재성장률을 산출해 보고 우리 경제의 성장잠재력을 분석해 보았다. 우리 경제의 잠재성장력을 분석해 본 결과 투자부진에 따른 자본축적의 급격한 둔화가 성장잠재력 저하의 주된 요인으로 보이며, 저하된 성장잠재력은 부분적으로 인적자본의 확충에 의해 보완된 것으로 나타났다. 최근 우리 경제가 겪고 있는 위기를 극복하기 위해서는 자본축적의 회복은 물론 인적자본 확충과 연구기술개발의 확대 및 신 성장 동력의 발굴 그리고 산업간 연관효과 증대를 통한 양극화의 완화 등 장기적으로 공급측면에서 성장잠재력을 제고할 수 있는 정책이 추진되어야만 한다. 정부는 작금의 위기를 빌미로 대증요법적 단기 수요관 리정책에 매달리지 말고 장기적인 안목에서 공급측면 관련정책을 지속적으로 시행해 나가는 한편 특히 공공 부문의 구조조정을 단행하는 등 지속적인 제도 및 여건의 개선을 위한 노력을 경주할 필요가 있다.
