In this paper, we test the Schumpeter's hypothesis that large firms are more efficient innovators than small firms by investigating the relationship between firm size and patent productivity. We exploit a unique data set constructed by merging Korean firm-level data and patent data. We find that the relationship becomes positive or negative depending on which firm-size variable we use and that public and older firms are more productive in patenting than private and younger firms. Our findings imply that more government research subsidies should not be necessarily channelled to large firms and we would better investigate particular testable implications derived from theories than just estimating the relationship between firm size and innovation productivity.

본 연구는 기업 규모가 클수록 기술개발에 유리하다는 슘페터(Schumpeter)의 가설을 검증하기 위하여 기업규모와 특허등록 수의 상관관계를 실증 분석한 것이다. 한국특허정보원과 한국신용정보의 데이터를 결합하여 구축한 기업 패널 데이터를 이용하여, 특허 생산 함수를 Negative binomial 모형을 바탕으로 추정하였다. 분석결과 기업규모를 측정하는 척도에 따라 기업규모와 특허 사이의 상관관계가 다르게 도출되었으며, 상장기업은 비상장기업에 비해, 오래된 기업은 신생기업에 비해 특허 생산에 있어 더 효율적인 것으로 분석되었다. 이 분석 결과에 따르면 기업 규모와 기술개발의 관계는 어떤 규모 변수를 사용하느냐에 따라 상이한 결론에 도달할 수 있으므로 계량 분석에 주의가 필요하고, 기업규모와 기술개발의 관계를 단순히 측정하기 보다는 이론에서 직접 도출되는 가설을 구하고 그것을 검증하는 방법론이 요구된다. 기술개발은 공공재의 성격을 가지고 있으며 외부효과가 발생하기 쉬워 기술개발을 촉진키 위한 정부 정책이 필요한데, 기업규모와 기술개발의 관계를 명백하게 이해하는 것은 연구개발 정책에 새로운 방향을 제시하는데 필수적이라 할 것이다.
