National disaster(ND) management agencies in Korea have been continuously reorganized. However, empirical evidence for improvement of ND management is hardly found. This study proposed a quantitative analysis for the outcomes of reorganizations of ND management agencies, using damage costs caused by ND which is objectively measured. To investigate the quantitative relationship between reorganizations and damage more clearly, variables related to damage(e.g., precipitation) are controlled. Results show that enlarging the structure of ND management agencies significantly reduced damage costs only for 1 year after the reorganization. Damage reducing effects were not significant 2～3 years after the reorganization.

재난관리 개선을 위한 우리나라 중앙행정기관의 조직개편은 계속되어 왔으나, 실제로 의도했던 성과를 달성했는지에 대한 계량적 증거는 찾기 어렵다. 본 연구는 객관적 측정이 용이한 자연재해피해를 통해 재난관리를 총괄하는 정부조직개편 성과에 대한 정량적 분석을 시도하였다. 이는 조직구성원의 인식이나 연구자의 주관적 평가로써 성과를 판단한 기존 연구들과 구별된다. 조직개편과 자연재해피해 간의 계량적 관계를 보다 명확하게 규명하기 위하여 자연재해피해에 직결되는 총강수량 등의 자연재해 변수나 재난관리 세출결산액 등의 예산 변수를 통제하였다. 분석 결과, 조직 구조를 확대하는 개편은 1년 후의 자연재해피해액을 감소시키나, 2～3년 후에는 그 효과가 소멸되는 것으로 나타났다. 단기적으로만 조직개편 성과가 나타나는 이유로는 ‘호손 효과’, 상징정치, 지나치게 잦은 개편 등이 꼽힌다.
