This study aims to explore the possibilities and policy implementation strategies of Employment Welfare Plus Center, which is at the center of the recent employment-welfare service delivery system reorganization in Korea. Examining the initial suggestion of this reorganization and the similar cases of other countries, this study identified that the Center could contribute to overcoming several problems in the social service delivery system in Korea, including fragmentation among social service agencies, client inconvenience and lack of social service workers. In addition, this study suggested the policy implementation strategies of the Center to coordinate duplicated employment services, enhance social service network, and increase the number of social service workers.

본 연구는 현재 우리나라 고용복지 전달체계 개편의 중심에 있는 고용복지⁺센터의 가능성, 그리고 정책집행과정에서 요구되는 구체적 실천전략을 제시하는 것을 목적으로 한다. 고용복지⁺센터 설치의 직접적 계기가 된 초기제안의 문제의식을 해외사례와의 비교를 통해 확인한 결과, 본 연구는 우리나라의 고용복지⁺센터가 사회서비스기관 분절과 이로 인한 이용자 혼란, 그리고 서비스제공 인력부족과 같은 현재 우리나라 사회서비스 전달체계에 존재하는 다양한 문제에 기여할 수 있음을 확인했다. 더 나아가, 본 연구는 고용복지⁺센터 내외적 중복업무조정 및 연계강화, 그리고 인력확충을 위한 구체적 정책집행전략 또한 제시했다.
