This paper tries to investigate the effect of child birth grants on local migration. To overcome the lowest birth rate and the decrease of population, local governments compete with much higher level of child birth grants each other. However, the determinants for migration decision would be greater in market forces such as expected income, education and amenity effects than public policy effects. Therefore, the paper focuses on distinguishing the effects between market effect variables and public policy variables. Empirical analysis emphasizes that child birth grants might be one of the public policy variables to decide whether fertile women could move or not. The empirical results show that child birth grants may affect fertile women migration significantly. Especially, the fertile women who may have higher probability to participate works tend to move actively by the policy rather than the less fertile women. Results of the paper are differentiate with prior works and the first attempt of the relation between migration and encouraging birth rate policy in Korea.

출산장려금은 지역에 따른 지원금 차이를 이용한 인구유인 정책으로, 출산을 앞둔 가구에게 출산장려금 지원수준이 상대적으로 낮은 지역에서 높은 지역으로의 이주를 유인하는 것이 목적이다. 현재 전국 지방차지단체의 출산장려금에 따르면, 출산장려금 규모는 지역에 따라 최고 100배 이상까지 차이가 나기 때문에 출산을 계획하거나 출산을 앞둔 가임여성에게는 이주에 대한 유인을 제공한다고 볼 수 있다. 본 연구는 출산장려금 정책이 출산을 잠재적으로 고려하고 있는 가임여성 인구들의 이동에 미치는 영향을 실증분석 하였다. 분석결과, 출산장려금이 생애주기 중 출산이 매우 중요한 결정에 포함되는 여성 인구의 이동에 유의한 영향을 미치는 것으로 나타났다. 즉, 출산에 보다 민감한 젊은 여성 그룹에는 이동을 유발하는 긍정적인 작용을 하고 있는 것으로 나타났다. 반면에 출산 결정을 거의 완료한 여성들에게는 유의한 영향을 미치지 못하였다. 출산장려금에 반응하는 젊은 여성 인구들은 경제활동 참가율도 상대적으로 높은 그룹으로서 출산장려금으로 이들의 전입을 유도한다면 장기적 관점에서 지방세 수입 제고효과를 통하여 지방재정과 지역경제에 모두 긍정적인 결과를 가져올 수 있을 것이다.
