This article investigates productivity indices and performance evaluation criteria for public R&D (research and development) institutions. Public R&D institutions have played significant roles in terms of the production of knowledge spillover. The performance evaluation criteria for public R&D institutions are introduced in this paper. This is followed by confirming the indices of NARO (National Agriculture and Food Research Organization)’s performance evaluation in Japan using concrete evidence. Finally, we discuss our findings and present conclusions. As a conclusion, we can see that reconstruction and relocation require circumspection both ex post and ex ante.

우리나라는 최근 공공기관의 지방이전 등 공공R&D기관도 큰 변화를 겪고 있다. 또한 공공R&D기관은 기타 공공기관과 달리 거점이전에 따라 생산성의 변화와 성과관리의 문제점이 나타나기 쉽다. 이러한 상황에서 우리보다 앞서 공공연구기관의 지방이전과 통폐합 과정을 겪은 일본의 공공연구기관의 생산성 지표와 성과관리 사례에 관하여 검토해 보는 것은 연구의 의의 이외에도 현실적인 시사점이 크다고 할 수 있다. 위와 같은 연구의 목적을 달성하기 위해 일본의 주요 공공 연구개발 기관의 성과관리에 관한 구체적인 항목을 검토하되 그 중 지방이전을 거쳐 다시 조직 통폐합 과정을 거친 독립행정법인 농업․식품산업기술총합연구기구의 성과관리 항목과 주무기관인 농림수산성 평가위원회의 구체적인 평가결과를 바탕으로, 지방이전과 조직 구조조정을 거치면서 유의해야 할 사항과 시사점을 도출하였다.
