Korea is addressing climate change by promoting small and medium-sized firms. Youth unemployment has been an escalating problem in Korea over years. Many young students start a business instead of trying to find a job. High levels of youth unemployment have social and economic costs. Government of Korea has declared the 'start up policy' with an aim to accelerate the growth of student entrepreneurs. Some start-ups have creativity, innovation, flexibility, and understanding of new and emerging technologies, so they are based on the creative ideas and innovative technologies. It takes a long time to create profit in the field of knowledge services. So, Most of them are suffering from lack of funds. In order to solve the youth unemployment problem, this study aims to solve the financing difficulties of start ups. This study investigated the features and problems of start ups focused on financing. The author emphasizes on the problems and improvement of the regulations.

저성장에 따른 극심한 취업난을 극복하기 위한 수단으로 청년창업이 증가하고 있다. 스타트업(start-up)들은 상대적으로 자금사정이 열악한 경우가 대부분이어서, 창업단계부터 수익을 내기 직전까지의 기간을 견디어 내는 일에 어려움을 겪고 있다. 정부가 중소기업 정책자금 등을 통해 시장에 개입하고 있기는 하나, 민간부문인 은행을 통하는 경우가 많고 창업회사에게 은행의 문턱은 여전히 높은 실정이다. 창업회사들이 자금조달의 어려움을 극복하고 고용창출의 단계까지 성장해갈 수 있도록 자금조달의 저해요소들을 개선할 필요가 제기되고 있다. 가장 큰 문제로 지적되는 것은 투자 후 투자금의 회수가 어렵다는 점에 있는데, 우리나라의 경우 투자금 회수경로가 매우 제한되어 있다. 이러한 시점에서 창업회사에 적합한 자금조달 시장메커니즘을 구축하기 위하여 검토되어야 할 중간회수시장의 모습과 이를 위해 개선 내이 요구되는 관련 법제도를 살펴보았다. 본 연구의 결과물은 초기창업자를 포함한 중소기업에 대한 투자를 촉진시킬 수 있는 중간회수시장의 기반을 갖추어 나가는 데에 활용될 수 있을 것이다. 더 나아가 이러한 논의들이 우수한 아이디어나 기술력을 지닌 스타트업들이 생존을 넘어서 고용을 창출하는 단계까지 성장할 수 있는 환경을 구축하는 데에 일조할 수 있기를 기대한다.
