This study is an analysis of the contents of Dokdo-related articles in the North Korea’s main state-run newspaper, 『Rodong Sinmun』. From January 2009 to March 2017, there were a total of 205 articles related to Dokdo, which were here categorized by year and by issue and then analyzed. The most frequently addressed issue was the accusation against “forced takeovere try of Japan(scheme for territory robbery, try for forced takeover of Dokdo, dominative aggression ambition, Japan’s invasion of Dokdo, etc.)”, and it consisted of 57 articles, one-third of the total. By the year, 50 cases in 2012 were the most. The reason for this trend was that in 2009, the Ministry of Education of Japan announced that the Japan’s sovereignty of Dokdo will be included in the ‘High School Textbook Instruction Manual’. The final analysis results are summarized as follows. First, the articles are to blame for passive countermeasures of South Korean government officials about Japan’s provocative and suggest active response and condemnation of Japan to South Korea’s media, non-governmental organizations, and the civilians. Second, the articles are to accuse the Japanese claim of Dokdo to be Japan’s try for forced takeover of Dokdo or Dokdo invasion, and to stir up anti-Japanese feelings of the South Korean people. Third, the articles are to manipulate South Korea’s anti-American hostility policy. Fourth, the articles are to announce a joint statement of the South-North Korean joint campaign for Dokdo protection against Japan. Fifth, the articles are to accuse Japan of obstructing the unification of the Korean peninsula by North Korea, and to implement unified frontline tactics on South Korea in relation to Dokdo. Sixth, the deviation of the results of the Dokdo-related article search in the DB system and archives in South Korea has been caused by the fact that Dokdo-related data sharing with North Korea is not smooth yet..

본 연구는 북한 『노동신문』에 게재된 독도관련 기사에 대한 현황분석이다. 2009년부터 2017년3월까지 총 205건의 기사가 나왔고, 이를 연도별, 이슈별로 구분하였다. 여기서 가장 많이 다루어진 이슈는 ‘독도강탈(영토강탈책동, 독도강탈책동, 지배주의 침략야망, 독도침탈야욕 등)’을 비난하는 기사로 전체의 1/3에 해당하는 57건에 달했고, 연도별로는 2012년도 50건으로 가장 많이 나타났다. 이러한 흐름은 2009년 일본이 새로 발표한 ‘고등학교 교과서 학습지도요령 해설서’에 독도영유권 주장을 고수한 점이다. 그리고 독도관련 기사를 분석한 결과를 요약하면, 1) 한국 정부 인사들의 소극적인 일본 대처 방안을 비난하는 것과 한국의 언론, 민간단체, 민간인들의 적극적인 대응과 규탄을 제시. 2) 일본의 독도영유권 등에 대하여 독도강탈, 침략이라고 하며 한국국민들에게 반일감정 선동역할. 3) 반미적대정책을 선동. 4) 남북 공동독도수호운동의 공동성명발표. 5) 일본이 북한에 의한 통일을 방해하는 것을 비난하며, 독도와 관련하여 통일전략전술을 내세우고 있다. 6) DB구축시스템과 종래 아카이브의 자료검색의 편차. 이것은 아직까지 북한과의 자료공유가 원활하지 않은 점에서 비롯된다. 결론적으로 북한의 독도인식이 매우 對日비판적이라는데 의미가 있다.

本研究は北朝鮮のロドン新聞に掲載された独島の記事に対する状況の分析である。2009年から2017年3月までに合計205件の記事が出ているし、これを年度別、主題別に区別して調べた。この論文で一番多く取り上げられた問題は｢独島強奪(領土強奪策動、独島強奪策動、支配主義の侵略野望、独島侵奪野慾など)｣を非難する記事で、記事の全体の3/1に相当する57件に達し、年度別には2012年の50件で一番多くあらわれた。このような現状は2009年の日本が新たに発表した｢高校の教科書の学習指導要領解説書｣に独島の領有権の主張を強くしたのである。 このように独島関連の記事を分析した結果を要約すると、1)韓国の政府関係者の消極的な日本に対抗する方案を非難することと韓国のマスコミ、民間団体、民間人の積極的な対応と糾弾を提示すること。2)日本の独島の領有権のなどについて独島強奪、侵略と呼ばれ、韓国国民に反日感情の扇動役割。3)反米の敵対政策を扇動。4)南北の共同独島守護運動の共同声明。5)日本は北朝鮮の統一を妨害することを非難し、独島と関連して統一戦線戦術を打ち出している。6)DB構築システムとアーカイブとのデータ検索の偏差。これはまだ北朝鮮とのデータ共有がスムーズではない点であると見られる。
