The purpose of this study is to propose a task by reviewing the role of students, physical education teachers, athletic club coaches, and schools and accident prevention measures for eliminating various danger factors in order to improve a safe education environment in the physical education activities and prevent accidents. The number of accidents under school management tends to decrease in death accidents and severe disability accident, and it can be said that the safety measures at school have steadily been effective. However, in order to secure school safety, death accidents and serious disability accidents should be minimized to zero. The accidents occur under various circumstances when the causes of the accidents at school. are catched especially the physical education activities, have the largest number of tne accidents. The main physical education activities are physical education classes and sports club activities, and in the safety guidance, thereof the accident situation varies depending on the field of physical education classes and the events of sports club activities. In the future, it is important to provide communication and training opportunities for safety management and safety education not only for physical education teachers but also for sports club leaders and external leaders so that the school physical activities are a part of education rather than winning. In addition, in order to effectively implement safety education and safety management, it is important not only to carry out the training of school staff but also to establish school cooperation systems including students, and to promote organization activities smoothly while strengthening close alliances with families and community.

본 연구의 목적은 안전한 교육환경을 정비하여 사고방지를 도모하기 위해 학생들, 체육교사, 운동부지도자, 학교의 역할과 다양한 위험요인을 배제하기 위한 사고방지대책을 검토함으로서 과제제시를하는 것이다. 학교관리에서의 사고 건수는 독립행정법인 급부건수가 증가 경향이 있기는 하였지만 사망사고 및 중증장애사고에서는 감소 경향이 있으며 지금까지 학교의 안전대책이 착실하게 효과를 거두고 있다고 할 수 있다. 그러나 학교안전을 확보하기 위해서는 사망사고 및 중증장애사고는 한없이제로로 해야 한다. 학교에서의 사고 원인을 파악한 결과 다양한 상황에서 발생하고 있다. 특히 체육활동은 사고건수가 가장 많다. 체육활동의 주요한 것은 체육수업과 운동부활동이며, 그 안전지도는 체육수업의 영역과 운동부활동의 종목에 따라 사고 상황이 다르다. 앞으로는 체육교사뿐만 아니라 운동부지도자나 외부지도자에게도 안전관리와 안전교육에 관한 연수와 강습의 기회를 제공하여 학교체육활동은 승리하는 것보다 교육의 일환이라는 것을 공통이해 하에서 평소 의사소통을 도모하는 것이 중요하다. 또한, 안전교육이나 안전관리를 효과적으로 추진하기 위해서는 학교직원의 연수 실시뿐만 아니라 학생을 포함한 교내 협력체제의 구축, 또한 가정 및 지역사회와의 밀접한 제휴를 돈독히 하면서 조직활동을 원활하게 진행하는 것이 중요하다.

本研究の目的は、体育活動中において安全な教育環境を整備し事故防止を図るために、児童 生徒、体育教師、運動部活動の顧問、学校の役割と様々な危険要因を排除するための事故 防止対策を検討し、課題提示することである。学校管理下における事故件数は、死亡事故や重 度の障害においては減少傾向にあり、これまでの学校における安全対策が着実に効果をなしてい るといえる。しかし、学校における安全を確保するためには、死亡事故や重度の障害事故は限り なくゼロに近づける必要がある。学校における事故の原因をとらえた場合に様々な状況の下で発 生している。特に、児童生徒が体を動かす活動である体育活動は事故件数が最も多い。体育 活動の主たるものは、体育の授業と運動部活動であり、その安全指導に関しては、体育の授業 の領域や運動部活動の種目によって事故の状況が異なる。 今後は、体育の教員だけでなく、運動部指導者や外部指導者にも安全管理や安全教育に関 する研修や講習の機会を与え、学校体育活動は勝つことよりも教育の一環であるという共通理解 のもと常日頃から意思疏通を図っていくことが重要である。また、安全教育や安全管理を効果的 に進めるためには学校の職員の研修の実施に加え、児童生徒を含めた構内の協力体制の構 築、また、家庭及び地域社会との密接な連携を深めながら組織活動を円滑に進めることが重要 である。
