This paper aims to improve the effectiveness of the participatory budgeting system. For the purpose of studying, we analysed the components of the system for the committee members of Daegu Metropolitan City and budgeting experts. As a result of Importance-Performance Analysis, while the committee members recognized the importance of the will of the local governor and the size of the committee, the budgeting experts evaluated the expertise and education of the committee as important. Satisfaction shows the committee members that perceived the performance of the committee is high in most of the factors. Therefore, it shows that the participatory budgeting system contributes to improvement of municipal satisfaction through citizen participation. The areas to be more improved mainly include public relations and education, expertise of committee members, citizen participation and budgeting range.

본 연구는 주민참여예산제도의 효과성을 높이기 위한 방안을 제공하는 것을 목적으로 한다. 이를 위하여 본 제도의 현황을 살펴보고, 대구광역시의 주민참여예산 위원회의 위원과 예산전문가를 대상으로 주민참여예산제도 전 과정의 구성요소에 대한 중요도-만족도 분석을 실시하였다. 그 결과 중요도에 대해서는 위원의 경우 자치단체장의 의지, 위원회의 규모를 중요하게 인식하는 반면, 예산전문가는 위원의 전문성과 교육을 중요하게 평가하였다. 만족도에서는 대부분의 요소에서 위원들이 성과가 높은 것으로 인식하는 것으로 나타나 주민참여 예산제도는 시민의 참여를 통한 시정의 만족도 제고에 기여하고 있음을 보여주었다. 중점적으로 개선할 영역으로는 시민참여, 홍보와 교육, 위원의 전문성, 다루는 예산의 범위인 것으로 나타났으며, 이를 통하여 책무성, 신뢰성, 형평성을 제고할 필요가 있다.
