A series of policy interventions for the socialization of elderly care has been implemented in Korea by changing elderly care service delivery system from the "Public assistance" to "Social insurance scheme" ('Long Term Care Insurance Act' was enacted in 2007) and introducing "Voucher scheme" for the service amid marketization and decentralization since the mid-2000s. Also, as the long-term care insurance was enforced in July 2008, Korea's elderly care system was reorganized into the long-term care insurance service by NHIS (National Health Insurance Service) and the community care services for the aged by local governments. In this study, the role of local governments in Korea's elderly care delivery system is going to be examined by reviewing how the local government have responded to elderly care in the complex relationship between the central government and NHIS or private organizations. And it is examined specifically from the examples of policy development in the local government, Uiryeong county in South Gyeongsang Province, on the basis of restructuring process of Korea's elderly care system.

한국에서는 2000년 반 이후 지방분권화 추진과 함께 노인돌의 사회화를 한 책으로서 노인장기요양보험제도가 도입되면서 노인돌 련 서비스 제공체계가 국민건 강보험공단에 의한 보험여사업과 지방자치단체에 의한 ‘지역돌사업’으로 재편되었다. 이러한 제도개을 배경으로, 본 연구에서는 지방자치단체 차원에서의 노인돌에 주목 하여, 그 서비스 제공체계와 지방자치단체 복지행정을 둘러싼 정책개를 통하여 지방자 치단체가 어떻게 노인돌 문제에 응해 왔는지 분석하는 것을 목으로 한다. 이를 해, 본 연구에서는 ‘노인돌’정책의 앙-지방간 계구조를 살펴보기 한 분석틀로서 ‘집권․분권’ ‘분리․융합’이라는 개념틀을 설정하여 지방자치단체 차원에서의 정책 개에 근한다. 그리고, 그러한 노인돌 련 정책개를 둘러싼 앙-지방간 계구조 속에서 지방자치단체가 어떻게 지역사회의 노인돌 문제에 응해 왔는지 의령군 사례 를 통하여 구체으로 분석한다. 이러한 분석을 통하여, 본 연구에서는 행 한국의 ‘노 인돌’서비스 제공체계에서 지방자치단체가 어떠한 입장에 놓여 있는지 밝히고, 나아가 지방자치단체 차원에서의 노인돌 행정을 둘러싼 과제가 무엇인지 포착하고자 한다.
