In development, women have been recognized as beneficiaries rather than participant. However, the Saemaul Undong in the 1970s showed that rural women can be an active participant to development by providing opportunities for community participation. Therefore, this study aims to investigate the social participation of Korean rural women through Saemaul Women's Association(SWA) in the 1970s. Qualitative research method was used for the study, and 17 of SWA members and Saemaul leaders involved in Saemaul projects for income increase from three different villages in Gyeongsang North province and Jeolla South province were interviewed. For the analysis, social participation was divided into decision making, project implementation, and benefits and evaluation. The result showed that rural women deviated from passive activities such as housework, assistance of men based on traditional confucian society. They were also actively involved in project selection, project performance, which caused not only income increase but also community’s common benefit and improvement of welfare. In other words, participation of SWA was contributed to improvement of rural women’s social status, personal leadership, and capacity as participants not as recipients.

개발에 있어 여성은 극 행자이기 보다는 수혜자로서 인식되어 왔다. 그러나 1970년 새마을운동은 농 여성들에게 지역사회 참여의 기회를 제공함으로써 발을 한 극 참여자인 발의 주체가 될 수 있음을 보여주고 있다. 따라서 본 연구는 1970년 새마을부녀회의 활동을 통하여 한국 농여성의 사회참여를 확인하고자 한다. 경상도와 라도 3개 마을의 새마을 소득증사업에 참여한 부녀회원과 새마을지도자 17 명의 사회참여 과정을 질 연구방법으로 탐색하다. 사회참여를 의사결정 참여, 사업의 수행, 혜택과 평가로 구분하여 살펴본 결과 농여성은 통 유교사회의 가사노동과 남 성들을 보조하는 소극 활동에서 벗어나 지역 특성에 맞는 사업의 선정, 사업 수행으로 단순한 소득증를 넘어 마을 공동의 이익과 복지향상을 한 성과의 확산으로 이어졌 다. 즉 새마을부녀회 활동을 통해 개발의 수혜자가 아닌 참여의 주체로서 개인의 지도력 과 자질의 향상은 물론 사회 지향상에 기여하음을 알 수 있다.
