The purpose of this study is to setting up range of job specification of tourism police through comparative study on tourism police and special judical police. In korea, tourism police is established in 2013, tourism police have worked many sided job specification for foreign tourist. For example, patrol for foreign tourist, management of simple inconvenient, law enforcement of illegal price, disqualification guide, illegal taxi, and various criminal investigation etc. In this process, tourism police have worked based on police law etc., but tourism polce have many problems : crash with special judical police. consequently tourism police have received criticism which have worked different role comparative establishment purpose of tourism police. Therefore, in this study, through interview with tourism police officers, I want to reach a conclusion that direciton and problems of tourism police. Through in this process, I want to come up with an conclusion that prevent method of crash with special judical police and professionalism of tourist police. Through depth interview with tourism police officers, I collected qualitative data and analyzed data on grounded theory. Data analysis is used NVivo 10.0 program and have been carried out open coding. And then, I founded node through sort words, sentences, paragraph and related matters. To tourist police work collect role in tourism industrial branch, it needs to resetting of job specification of tourism police. That follows : firstly, it need to establishment of new direction of tourism police. secondly, it need to avoid crash with special judical police and establish limit job specification of tourism police. Lastly, it need to work in cooperation between tourism police and special judical police.

이 연구는 2013년 관광경찰이 서울지방경찰청에 창설된 이후, 관광경찰의 운영과정에서 발생하게 된 문제점을 파악하여 관광경찰이 더 잘 운영될 수 있도록 그 직무범위를 설정하는데 그 목적이 있다. 관광경찰은 창설이래, 현재까지 외국인 관광객을 위한 순찰, 불편처리, 가격미표시, 무자격가이드, 택시불법운영 등의 단속업무, 각종 수사활동 등 여러 가지 역할을 수행하고 있다. 이러한 과정에서 경찰법 등 직무집행 관련 법률적 근거를 기본으로 활동하고 있으나, 일부 관광경찰의 역할에서 지방자치단체에서 활동하고 있는 특별사법경찰과의 직무의 충돌이 발생하고 있으며 결과적으로 관광경찰의 창설 목적과 다른 활동들을 집행하고 있다는 비판이 있다. 따라서 본 연구에서는 관광경찰활동을 직접 수행하고 있는 관광경찰대원들을 대상으로 관광경찰의 직무관련 인터뷰를 통하여 현재의 관광경찰의 활동방향과 문제점을 도출하고 이를 토대로 특별사법경찰과의 직무충돌 방지, 관광경찰의 전문화를 위한 방향을 제시 하고자 한다. 관광경찰대원을 대상으로 실시한 심층면담을 통하여 질적자료를 수집하였고, 이를 근거이론방법으로 분석하였다. 자료의 분석은 NVivo 10.0 프로그램을 이용하여 자료를 정리하였고, 일차적으로 개방코딩을 실시하였다. 그리고 의미있다고 판단되는 단어, 문장, 문단 등을 분류하여 노드(node)를 찾아냈으며, 이 자료를 다시 조합하여 그 관련성을 찾아내었다. 그 결과 활동분야, 법적근거, 업무충돌 등의 문제점이 제시되었다. 이러한 분석결과를 토대로, 관광경찰이 전문성을 가지고 관광산업 분야에서 제대로 된 역할을 수행하기 위하여는 관광경찰 직무범위의 적정화가 필요하다는 결론을 도출하게 되었으며, 구체적으로는 관광경찰활동 업무성격에 따른 방향성 설정의 필요, 특별사법경찰과 충돌되는 업무영역의 회피 및 관광경찰만의 업무영역의 한정, 특별사법경찰과 단속활동의 협업화 등의 내용을 제시하였다.
