This paper attempts to gain an understanding of the earlier phase of the Saemaul Movement practiced in 1970s in South Korea. We can get a better understanding of the Movement, when we view it from the perspectives of economic growth and development. Also we can derive embedded economic principles of the Saemaul Movement and seek whether the application of the principles to real cases may work or not. There are three elements in the Saemaul Movement economic principles. First, the principles of public resource allocation. The government of South Korea at the time adhered to the performance based differentiated allocation strategy rather than need based equal treatment principle. Second, through the differentiated allocation strategy, the government induced the economic agents’ voluntary participation to the Movement. There were no coercive methods to gather the participants. Third, the government created a “market” in rural sectors where no markets existed during the harsh period of poverty. Through the implementation of these principles, we can say that, at least, the Saemaul Movement was successful in economic perspectives. Thus in this paper, I investigate whether these economic principles of the Saemaul Movement can actually be applied to real cases in recent year. Through the analyses, we can derive some economic policy implications for the better outcomes in other fields of government policies.

본 연구는 1970년대 우리나라에서 시행되었던 새마을운동을 경제학적인 관점에서 재조명하여 그것에 내재된 경제학적 원리를 간단한 경제성장 모형을 통해 도출하고, 그 함의를 도출하고자 한다. 그러한 원리가 실제 사례에 어떻게 적용될 수 있는지 살펴보고자 한다. 새마을운동의 경제학적 원리는 크게 세 가지로 분류할 수 있다. 첫째는 공적 자원 배분방식에 관한 것인데, 이전까지 실시해오던 ‘균등배분방식’에서 벗어나 ‘성과에 따른 차등배분방식’을 도입하였다는 점이다. 둘째는 자율적 참여 원칙이다. 차등 인센티브는 경제주체로 하여금 자발적·자율적으로 경제활동에 참여하게 하는 원동력이 될 수 있음을 보여준다. 셋째, 앞의 과정을 통해 시장경제의 유효성을 경제주체 스스로 인식하게 하였다는 점이다. 1970년대 새마을운동은 이러한 원리들을 적용시켜 적어도 경제적 측면에서는 소기의 성과를 달성했다고 평가할 수 있을 것이다. 따라서 이러한 원리들을 적용한 최근의 실제 사례를 분석하여, 새마을운동의 경제학적 원리가 오늘날에도 여전히 적용될 수 있는 원리인지 그 여부에 대해 알아보고 정책적 시사점을 제공하는 것을 목표로 삼고 있다.
