This study analyzes whether foreign workers substitute for domestic employment in Gwangju and Jeonnam areas. For this, we construct a regional panel using Gwangju and 22 basic local governments of Jeonnam from 2008 to 2015 and apply two-way fixed effect model and first difference panel model. The results are like below. First, in general, there is no evidence that domestic employments are replaced by foreign workers. Secondly, however, foreign workers substitute for domestic workers in sub-labor markets. Especially, this situation occurred in women employment by gender, functional and machine-assembling workers and non-skilled workers by vocation, and manufacturing area by industry. The results imply that the direction of policy on foreign workers should focus on the minimization of substitution in domestic employments.

본 연구에서는 광주․전남지역에서 외국인근로자가 내국인의 일자리를 대체하고 있는지를 분석한다. 이를 위해, 광주와 전남 22개 기초지자체를 대상으로 2008년~2015년 지역패널자료를 구축하여 이원오차 고정효과 모형 및 1차 차분 패널 모형을 적용한다. 분석결과, 첫째, 전체적으로 지역 내 외국인근로자가 내국인의 일자리를 대체한다는 가설은 기각되었다. 둘째, 내국인 취업자를 세분하여 분석하면, 성별로는 여성, 직업별로는 기능기계조립업종과 단순노무업종, 그리고 산업별로는 제조업에서 외국인근로자가 내국인의 일자리를 대체하는 것으로 나타났다. 따라서 향후 외국인력 정책 방향은 외국 인력의 내국인력 일자리 대체를 최소화하는 전제하에서 외국인력 활용 방법을 강구해야 한다.
