It has been discussed about discovering new sources of local tax to expand local finance. One of the most common sources of local tax is tourism tax. Tourism tax has positive effects on expanding local finance, on the other hand, it also has negative effects on tourism industry due to reduced tourism demand. Therefore, to analyze the feasibility of introducing tourism tax, it is necessary to consider comprehensively both positive effects of expanding local finance, and negative effects of tourism industry’s decline caused by reduced tourism demand. This study develops a methodology to examine both positive effects(expansion effect of local finance) and negative effects(reduction of added value caused by reduced demand) and conducts an empirical analysis with a case of accommodation tax(5% and 10%). Analysis Results show that positive effects of tourism tax dominate negative effects in every region of Korea. Especially, among 16 local governments in Korea, Seoul, Gangwon, Gyeonggi, Jeju have more net benefits(reduction of added value out of expansion effect of local finance) than others.

지방재정 확충을 위한 지방세 신 세원 발굴 논의가 지속적으로 이루어지고 있다. 대표적으로 논의되고 있는 신 세원 중의 하나가 관광세이다. 그러나 관광세 도입은 지방재정 확충이라는 긍정적인 효과가 있는 반면, 관광수요 감소로 인한 관광산업 위축 등의 부정적인 효과도 발생시킨다. 따라서 관광세 도입의 타당성을 분석하기 위해서는 관광세 도입에 따른 긍정적 효과, 즉 지방재정 확충 효과와 부정적 효과, 즉 관광수요 감소에 따른 관광산업 위축 효과 등을 종합적으로 고려해야 한다. 이에 본 연구에서는 관광세 도입에 따른 긍정적 효과(지방재정 확충 효과)와 부정적 효과(수요 감소로 인한 부가가치 감소 효과)를 종합적으로 고려하기 위한 방법론을 개발하고, 숙박세(5%, 10% 부과)를 사례로 실증 분석을 실시하였다. 분석 결과, 모든 지역에서 지방재정 확충 효과가 부가가치 감소 효과를 상쇄시키고도 남아 순편익이 발생하는 것으로 나타났다. 특히 전국 16개 시‧도 중 서울, 강원, 경기, 제주지역의 순편익(지방재정 확충 효과-부가가치 감소 효과)이 큰 것으로 분석되었다.
