This study was conducted to analyze the policy impacts of the ‘2014 Rural Field Forum’. From 2013, Ministry of Agriculture, Food and Rural Affairs implemented Rural Field Forum to push forward rural development of inhabitants′ initiative. In this study, we have evaluated that Rural Field Forum has crucial impacts on residents′ competence, region capability and driving force of project by targeting the 152 residents of 9 states who participated in 2014 Rural Field Forum. Taken together, the analysis reveals that: 1) total policy effectiveness of rural field forum was +3.64. It means rural field forum is demonstrated to have a positive policy effect on the establishment and execution of village development plan and all of its necessary components. 2) the village capabilities policy effectiveness of rural field forum was +4.10. Regarding the effect on the village capabilities, the understanding and recognition of village organization was shown to be improved. 3) the project execution effectiveness of rural field forum was +3.78. In terms of the project execution, Rural field forum turned out to affect the village council processes positively. 4) the regional capabilities policy effectiveness of rural field forum was +3.03. About regional capabilities, the interest in village project was advanced. 4) lastly, this study could have secured validity and appropriateness of policy by analysing effectiveness of rural field forum and this study has a signification because it offers guideline for policy alternative arrangements.

이 논문에서는 2014년 농촌현장포럼 정책수혜자인 마을주민 152명에 대한 농촌현 장포럼 정책실시 전후 효과에 대한 설문조사를 통하여 농촌현장포럼 정책의 효과를 분석하였다. 주요 분석결과를 정리하면 다음과 같다. 첫째, 농촌현장포럼을 통한 마을 주민들의 전체적인 효과를 사업실시 전후로 비교해보면, +3.64로 매우 긍정적인 효과 가 있는 것으로 나타났다. 즉, 2014년도 농촌현장포럼 사업에 참여한 9개도, 152명의 마을주민들은 사업참여전 –1.16 수준이었으나, 사업참여후 +2.48 수준으로 높아져, 사업시행후 전체효과는 +3.64로 매우 긍정적으로 나타났다. 둘째, 농촌현장포럼 사업 시행 효과가 주민역량강화, 지역역량강화, 사업추진력 증대 등의 부문별로 어떠한 차 이가 있는지를 파악하기위해 3가지 부문별 사업시행 전후효과를 분석해본 결과, 주민 역량강화 효과가 사업시행전 –1.53 수준에서 사업시행후 +2.57 수준으로 높아져, 사 업시행전후 주민역량강화 효과가 +4.10으로 가장 크게 나타났다. 이어서 사업추진력 향상 효과가 사업시행전 –1.52 수준에서 사업시행후 +2.26 수준으로 높아져, 사업시 행전후 사업추진력향상 효과가 +3.78로 높게 나타났다. 이에 비해 농촌현장포럼 사업 시행으로 인한 지역역량강화 효과는 사업시행전 –0.42 수준에서 사업시행후 +2.61 수준으로 높아져, 사업시행전후 지역역량강화 효과는 +3.03로 높게 나타났다. 이러한 분석결과는 2013년 주민주도형 상향식 농촌마을 계획수립과 주민역량 강화 목적으로 도입된 농촌현장포럼사업이 정책수혜자인 마을주민으로부터 사업실시후 전 체적으로 긍정적 평가(+3.64)를 받고 있을 뿐만 아니라, 농촌현장포럼 사업시행으로 인한 주민역량강화 효과(+4.10), 사업추진력향상 효과(+3.78), 지역역량강화 효과( +3.03) 등 부문별 효과도 긍정적으로 나타나고 있기 때문에, 주민주도형 상향식 농촌 개발사업 모델로 정착시키기 위해 지속적인 노력이 필요하다는 점을 시사하고 있다.
