This paper is written to find out the necessary roles of South Korean government in coping with the increasing North Korean nuclear threat. For this purpose, it reviews the government's general roles regarding a war and draws specific roles to deal with a nuclear crisis or a nuclear war. Then, it assesses the level of current North Korean nuclear threat and South Korean government's tasks to handle North Korean nuclear threat effectively. In conclusion, this paper evaluated that South Korean government's current roles in dealing with North Korean nuclear threat were very limited. Therefore, South Korean government should do more in collecting accurate intelligence on North Korean nuclear capabilities, establish necessary organizations to handle the threat effectively and come up with nuclear deterrence and defense strategy on its own. It should also strengthen its alliance with the U.S. and ensure the implementation of the U.S. extended deterrence. It should effectively manage a possible crisis, which could involve nuclear weapons in order to prevent an escalation to a nuclear war. It should try to realize the peaceful coexistence and unification with North Korea as a fundamental way to solve this nuclear threat.

본 논문은 북핵위협이 고도화되어가고 있는 현 상황에서 행정부를 중심으로 하는 정부가 구체적으로 어떤 역할을 수행해야할 것인가를 분석하여 대안을 제시할 필요가 있다는 문제의식에서 출발하였다. 이를 위하여 전쟁에 관한 정부의 일반적인 역할을 살펴보고, 이에 근거하여 핵위기 또는 핵전쟁에서 정부가 수행해야할 역할을 도출하였으며, 이를 바탕으로 한국의 현 실태를 분석하고 보완되어야할 몇가지 과제를 제시하였다. 본 논문의 분석결과 한국은 지금까지 북핵에 대한 군사적 대비에만 치중한 채 정부 차원에서 구체적인 대응책을 마련하여 시행하는 데만는 미흡함이 적지 않은 것으로 평가되었다. 이제 한국 정부는 북한의 핵능력에 대한 정확한 정보를 수집하여 분석할 수 있어야하고, 정부차원에서 주도적으로 북핵 위협에 대응할 수 있도록 조직부터 보강해야할 것이며, 자체적인 핵대응전략을 수립하여야 한다. 미국의 확장억제 가능성을 높일 수 있도록 한미동맹을 강화하고, 전 정부 차원에서 북핵 대응에 필요한 과제를 추진해야 한다. 앞으로 북핵관련 위기가 발생할 경우 이성적으로 관리하여 핵전쟁으로 비화되지 않도록 하고, 한반도의 평화정착이나 통일을 지향함으로써 북핵 위협의 원천을 차단할 수 있어야 한다.
