The poverty rate for elderly people in Korea is the highest among OECD nations. To address the issue of senior poverty, various welfare policies have been proposed, one of which is the Basic Senior Pension (current Basic Pension) which was implemented in 2008. The problem in Korea is that the growth of the old population is too rapid for welfare policies to manage. The government endeavors to strengthen individual support by families, while building a public welfare system to effectively address the issue. Old people are vulnerable to poverty if they have low income, if their retirement funds are insufficient and they have no support from their families, and most prticularly if they are an elderly woman. The nature of senior poverty demands a concerted effort among families, society and the government. The public should be educated upon the seriousness of senior poverty to raise consensus. The church should be actively involved in solving the problem. This study examines the current status of poverty among the elderly and discusses how to protect them from the biblical perspective. First, this paper reinterprets the meaning of poverty through the principle of God’s economy. Second, it redefines the reflection of the church through a biblical understanding of poverty.

현재 한국은 OECD 가입국 중 노인 빈곤율 1위 국가이다. 그로 인해 사회와 국가는 다양한 노인복지정책을 제안하기 시작했다. 그 대표적인 예로 2008년부터 실시된 기초노령연금(이후 기초연금)을 들 수 있다. 그러나 한국 사회의 문제점은 노년계층이 빠르게 증가하고 있는 것에 반해 노인복지제도는 충분히 만족시키지 못하다고 있다는 데에 있다. 그로 인해 정부에서는 공적 부조에도 주력하지만 사적 부조의 강화를 위해 노력하고 있다. 그러나 낮은 소득과 노후자금이 부족한 경우, 가족으로부터 부양을 받지 못하는 경우, 여성의 경우에는 여전히 빈곤에 노출되어 있는 상황이다. 이제 현재 증가되고 있는 노인의 빈곤문제에 대해 가정과 사회, 국가가 함께 고민할 수 있는 장(field)이 필요하다. 이를 통해 노인의 빈곤문제에 대한 문제의식과 해결방안을 제시할 수 있는 사회적 여론이 조성되어야 할 것이다. 그리고 교회도 노인의 빈곤이라는 사회적 문제에 관심을 가져야 한다. 본 연구는 현세대 노인의 빈곤실태를 파악해 보고, 빈곤의 위험에 노출 된 노인을 어떻게 보호할 수 있을 대해 성서적 측면에서 살펴보았다. 그리고 빈곤노인에 대한 사회적 ․ 종교적인 성찰을 하였다. 이는 다음과 같다. 첫째, 하나님의 경제 원리를 통해 빈곤의 의미를 성서적으로 재해석하였다. 둘째, 빈곤에 대한 성서적 이해를 염두로 한 교회적 성찰을 하였다.
