The purpose of this study is to evaluate the performance of cultural heritage prophylactic preservation projects as a preservation management method for the sustainable succession of local cultural heritage and explore the problems from an alternative perspective. The cultural asset care project aims to contribute to preservation management and improve the viewing environment by performing minor repairs before the cultural properties are damaged before the national designated cultural assets. In order for the preservation and management of the cultural heritage through the cultural heritage prophylactic preservation project to be carried out in a virtuous cycle, it is necessary to solve some problems as follows: First, it is necessary to develop NCS and strengthen education and training to strengthen the preservation and succession capacity of local members and to settle into professional occupation. Second, it is necessary to establish a center for the care of cultural assets, which oversees the education and research of human resources. For sustainable preservation and succession of local cultural heritage, expansion of cultural assets to be managed is also important, but strengthening the management capacity of local members is essential, so the development direction of cultural heritage prophylactic preservation business and its role in the community will become more important.

본 연구는 지역문화유산의 지속가능한 계승을 위한 보존관리 방안으로서 문화재돌봄사업의 성과를 평가하고 대안적 관점에서의 과제를 탐색하였다. 문화재돌봄사업은 국가지정문화재를 비롯하여 시도지정문화재, 비지정문화재를 대상으로 문화재가 훼손되기 전에 경미한 수리를 함으로써 보존관리에 기여하고 관람환경을 개선하는데 목적을 두고 있다. 기존의 문화유산 보존관리가 훼손된 이후에 보수 관리하는 방식이었다면, 문화재돌봄사업은 문화유산이 훼손되기 이전에 사전예방관리체계의 구축을 지향한다는 점에서 문화재 보존관리 패러다임의 획기적인 변화를 가져왔다. 이처럼 문화재돌봄사업을 통한 지역문화유산의 보존 및 관리가 선 순환적으로 이루어지기 위해서는 다음과 같은 과제 해결의 노력이 필요하다. 첫째, 지역 구성원의 보존 및 계승 역량 강화와 전문적인 직업으로의 정착을 위해 NCS를 개발하여 교육훈련을 강화할 필요성이 있다. 둘째, 문화재돌봄 인적자원의 교육과 연구를 총괄하는 중앙 허브기관의 설립이 필요하다. 지역문화유산의 지속가능한 보존과 계승을 위해서는 관리대상문화재에 대한 확대도 중요하지만 지역 구성원의 관리역량 강화가 필수적이라는 점에서 문화재돌봄사업의 발전 방향과 지역사회에서의 역할은 더욱 중요해질 것이다.
