Japan's postwar democracy was founded on the continuity of the prewar absolutistic Emperor system. That because the vast majority of Japanese people supported keeping of the Emperor system under the GHQ. That Japanese people have declined to break with the monarchy(the Emperor system) in the defeat of 'natural state' and have accepted the old order does not create a new order by the autonomous individual. As a result, "ethos of subjects (臣民) ' of the old order was maintained with the Emperor system. Therefore, by continuity for the monarchy style of emperor system could not wiping out the value system of prewar Emperor system, postwar Japan democracy have had limitations and problems. Specially, since the keeping of the Emperor system, it became a lack of Republican ideals of the virtues of the citizens’s autonomy against the monarchy. In this paper, it was called ‘the uniqueness of Japan.’ That democracy lacking of Republican ideals has the mechanism to suppress the autonomy for individual and excludes heterogeneity and also leads to a homogeneous compliance and conformity. 일본 국민은 패전이라는 ‘자연상태’에서 군주제(천황제)와의 단절을 회피하고, 자율적인 개인에 의한 새로운 질서를 창출하지 못하고 구질서를 수용했다. 그 결과 상징 천황제와 함께 구질서의 ‘신민(臣民)적 에토스’가 온존하게 되었다. 천황제라는 군주제의 형식이 유지됨으로써 전전(戰前) 천황제의 가치체계를 불식시키지 못하면서 전후 일본의 민주주의는 한계와 문제점을 내포하게 되었다. 그것은 주로 전전의 절대주의 천황제 하에서 형성된 지배원리가 심층적인 차원에서 전후에도 온존함으로써 야기된 것이었다. 구체적으로는 군주제를 유지함으로써 군주제와의 대결을 전제로 덕성을 갖춘 시민들의 자치를 지향하는 공화주의적 이념을 결여하게 된 것이다. 이를 본고에서는 일본적 특수성이라 했다. 이러한 공화주의를 결여한 민주주의는 개인의 자율성을 억압하는 기제를 내포하고, 이질적인 것을 억압・배제하고 동질적인 순응성과 획일성을 야기한다. 사회적 소수파에 대한 배제와 억압이 그것이다. 최근 일본 사회의 보수화와 함께 등장하는 외국인(소수파)에 대한 헤이트 스피치 등은 미성숙한 전후 일본민주주의를 배경으로 한 것이라 볼 수 있다. 개인적 자율성이 결여된 민주주의는 공적 영역에서의 자유를 억압하고, 다수의 이름으로 전전의 파시즘이나 나치즘과 같이 전체주의적인 독제를 등장하게 할 가능성이 있다. 최근 아베 정권이 들어와 가속화된 역사수정주의를 바탕으로 하는 우경화 내지 보수화는 이러한 점에서 매우 우려스러운 현상이다. 마지막으로 덧붙이면, 전전 구질서의 가치체계를 단절하지 못한 전후 일본의 민주주의는 전쟁 가해자로서의 주체적인 윤리도 확립하지 못하게 되었다고 하겠다.

本稿は、象徴天皇制が導入された過程と、象徴天皇制と戦後日本の民主主義との関連性について検討したものである。具体的には、象徴天皇制下における戦後日本の民主主義が持つ「日本の特殊性」を分析し、また、戦後日本の民主主義の限界や問題点について批判的に検討したものである。 戦後日本の民主主義は、戦前の絶対主義天皇制の連続線上で成立したものであるが、連合国の占領下において日本国民の天皇制の維持に対する支持があって可能なものであった。つまり、日本国民は敗戦という「自然状態」において君主制(天皇制)との断絶は避け、自律的な個人による新たな秩序を創り出せず、戦前の旧秩序を受容したのである。その結果、象徴天皇制と共に旧秩序の「臣民的エトス」が温存されるようになった。 天皇制という一種の君主制が維持されたことで、戦前の天皇制の価値体系を払拭しえない状態で戦後民主主義が成立したため、民主主義としての限界と問題点を内包するようになった。戦前の天皇制の下で形成された支配原理が、深層的な次元で戦後でも温存されることで齎されたものである。君主制を維持することで、君主制との対決を前提に、徳性を備えた市民の共同自治を目指す共和主義の理念が欠如されることとなった。これを本稿では「日本の特殊性」と名付けた。このように、共和主義の欠如された民主主義は、個人の自律性を抑圧するメカニズムを内在し、異質的なものを抑圧・排除し、同質的順応性と画一性を引き起こす。これは社会的少数派に対する排除と抑圧に繋がる。 最近、日本社会の保守化と共に登場する外国人(少数派)に対するヘイトスピーチなどは、未成熟な戦後日本の民主主義を背景にしたものと思われる。個人の自律性が欠如された民主主義は、公的な領域での自由が抑圧され、多数の名の下で戦前のファシズムやナチズムのような全体主義を登場させる可能性がある。近ごろ、安倍政権下で加速化された歴史修正主義を背景にする右傾化ないし保守化は、このような点で憂慮すべき現象である。また、戦前の旧秩序の価値体制と断絶できなかった戦後日本の民主主義は、戦争の加害者としての主体的倫理も確立できなくなったと言える。
