A state that intervenes in civil affairs in the name of relief act is also a state that monitors and suppresses those who do not ask for help. The former amends the law, while the latter is the power that carries out those new laws outside its function. Is crisis not the situation when these powers materialize themselves? With this question in mind, I will try to analyze the ongoing crisis that was triggered by the natural disaster on March 11, together with so-called “Okinawa issue.” It is not to explain the similarities between Okinawa and Fukushima as “victims” of the state machinery of “Japan” in the way of understanding them. I have picked the “Okinawa issues” in order to think about how people can find a sense of attachment in one another in the “transformative present” (R. Solnit), which can be attained through the sensitive ability toward horrendous power of law, as well as in the future found within the anticipation of violence. In so doing, I paid attention to the martial law that appeared in the aftermath of the 1923 Great Kanto earthquake as the starting point for the discussion. The focal point of the study is Hirotsu Kazuo’s novel, Samayoeru Rukyujin, published in 1926, which seems to have little relevance to the earthquake or the martial law itself.
