This study aimed to contribute to improving the perception of public safety by discovering what is required to the police. In order to analyze the factors influencing perception of public safety, self-reported data of 408 citizens in Seoul were used for IPA(Importance-Performance Analysis) and Text Mining techniques. Four major independent variables included ‘perception of crime’, ‘perception of disorder’, ‘perception of traffic safety’, and ‘perception of policing.’ IPA results showed that ‘perception of crime’ is high in both importance and performance, ‘perception of disorder’ and ‘perception of policing’ are high in importance but low in performance, and ‘perception of traffic safety’ is low in importance but high in performance. It suggested that the police should focus on solving the disorderly conditions and improving citizen-friendly police activities. The results of Text Mining revealed that the most significantly required policing activity is patrol for crime prevention and response. More proactive response to social disorder was also regarded as an important role of police. Further, it appeared that the police patrol needs to be more citizen-friendly by increasing positive contacts with residents. In sum, to improve the perception of public safety, one of the most significant indicators of police-related safety, more proactive response to disorder and crime and citizen-friendly policing need to be put into the high priority category.

본 연구는 경찰과 관련한 안전지표인 체감안전과 이에 대한 관련 요인을 분석하며, 실제로 국민들이 체감안전과 관련하여 경찰에게 요구하는 것이 무엇인지를 밝혀 체감 안전을 개선하고자 할 목적으로 수행하였다. 본 연구를 수행하기 위하여 시민 408명에 대한 자기보고식 설문조사를 실시하였다. 설문내용으로 종속변수는 체감 안전 정도, 독립변수는 범죄인식 정도, 교통안전인식 정도, 무질서인식 정도, 경찰활동에 대한 평가로 선정하였다. 연구방법은 중요도-수행도 분석(IPA)와 Text Mining 방법을 이용하였다. 연구결과 ‘범죄에 대한 인식’은 중요도와 수행도가 모두 높았으며, ‘무질서에 대한 인식’, ‘경찰활동에 대한 인식’은 중요도는 높으나 수행도가 낮았고, ‘교통안전에 대한 인식’은 수행도는 높지만 중요도는 낮은 것으로 나타났다. 따라서 가장 우선적으로 고려해야 할 것은 ‘무질서에 대한 인식’을 개선하기 위한 노력, ‘경찰활동’에 대한 노력이 필요할 것으로 나타났다. Text Mining결과를 살펴보면, 국민들은 경찰에 대하여 순찰과 단속활동을 가장 희망하고 있었으며, 사회적 무질서에 대한 경찰의 대응도 중요하게 생각하는 것으로 나타났다. 한편, 순찰은 빈도의 증대에 그칠 것이 아니라 주민에게 긍정적인 이미지를 주며 밀접하게 접촉하는 활동이 필요하다고 판단하였다.
