In order to prevent the occurrence and damage of juvenile in a multicultural family, the need to properly control the viability of a crime is raised by predicting the risk situation of a multicultural family juvenile. In particular, it was requested to build a Cooperative Governance operating system as a planned and coordinated response of the relevant organizations for various risk factors that threaten the risk factors of juvenile and a multicultural family, the integrated management of multicultural families and the Korean society. In addition, support for the juvenile of Multicultural families is mainly centered on Korean education and welfare, and the lack of organic cooperation between the civil building and the lack of publicity for support. In particular, support for the prevention of Flight Prevention and school violence of juvenile in multicultural families. In accordance with the necessity, this study presented the structural and operational system criteria for building Cooperative Governance of the juvenile of multicultural families. To achieve this, the study used Delphi methodology to converge on the intuition and opinion of the relevant experts and through quantitative and qualitative analysis in three times. As a result of these studies, a total of two items extracted from the primary Delphi probe, of the total of 9 items, classification of the total of 25 items, and 10 classified items of 1 classification, and finally removed the total of 8 items classified, and the total of 15 items were finally drawn.

다문화가정 청소년의 비행 발생 및 피해를 예방하기 위해서는 다문화가정 청소년의 위험상황에 대해 예측함으로써 범죄로의 발전가능성을 적절히 통제해야 할 필요성이 제기된다. 특히, 다문화가정 청소년의 위험요인 및 수위에 따른 통합관리방안과 다문화가정 청소년과 한국사회를 위협하는 각종 위험요인에 대한 유관기관들의 계획적이며 조정된 대응방안으로서 협력적 거버넌스 운영체제의 구축이 요청되었다. 또한, 다문화가정 청소년을 위한 지원 사업은 주로 한국어 교육과 복지를 중심으로 이루어지고 있으며, 민관 간 유기적 협력체제가 부족한 실태이며, 지원에 대한 홍보가 부족한 실정이다. 특히, 다문화가정 청소년의 비행 예방 및 학교폭력 예방을 위한 지원은 전무한 실정이다. 이와 같은 필요성에 따라 이 연구에서는 다문화가정 청소년의 협력적 거버넌스 구축을 위한 구조적․운영적 체제 기준을 제시하였다. 이를 위해 이 연구에서는 델파이 기법 (Delphi Method)을 활용하여 관련 전문가들의 직관과 의견을 3차례에 걸쳐 양적․질적 분석을 통하여 수렴하였다. 이러한 연구의 결과, 1차 델파이 조사에서 추출된 대분류 총2개 항목, 중분류 총9개 항목, 소분류 총25개 항목 중에서 1개의 중분류 항목과 10개의 소분류 항목을 제거하고 최종적으로 중분류 총8개 항목, 소분류 총15개 항목들을 최종적으로 도출되었다.
