This paper attempts to classify ODA recipient countries by Korean government-aided projects using eight policy criteria, to cluster them into a small number of groups in which their governance attributes are assumed to be analogous, and to derive ODA-related policy implications, resulting in reinforcing the effectiveness of ODA projects. The research method employed in this analysis is cluster analysis which is a method of grouping a set of objects like countries into small categories, and here in this analysis 51 countries are analyzed. Research results in this analysis are as follows. First, 51 countries are classified into 7 clusters. Second, it is theoretically suggested that different policy measures should be taken in implementing ODA projects in recipient countries in order to strengthen policy compliance on the part of recipient countries and to maximize efficiency of ODA projects as a whole, based on the circumstances underlying them.
