The purpose of this study was to estimate of Ullengdo’s seacucumber by using the contigent valuation method(CVM). And this study also investigates the factors which influence customer’s willing to pay(WTP). The scope of the study is to evaluate the virtual value of seacucumber Project for two years from 2014 to 2015. Based on this, the economic value of the red sea ginseng rearing and upbringing project until 2018 was analyzed by applying the fuzzy theory. The significance of this study is to estimate the value of red sea ginseng by evaluating the virtual value of the Ulleungdo sea cucumber discharge project. In the IRR method is considered not applicable to ranking investment alternatives, when a cashflow has multiple internal rate of return. Assuming all project have unique IRR, then those projects with IRR〉r0 are ranked from highest to lowest according to their IRR value. The result in this paper indicate a successful application of fuzzy set techniques to economical evaluation of Ullengdo’s seacucumber project.

본 연구의 목적은 울릉도 특산품 중 하나인 홍해삼의 경제적 가치를 가상가치평가법(CVM)에 의하여 평가하고, 홍해삼 관련 방류사업에 대한 경제적 타당성을 퍼지내부수익률(fuzzy IRR)을 토대로 분석하는 것이다. 연구범위는 2014년부터 2015년까지 2개 연도에 걸쳐 진행된 울릉도 홍해삼 육성사업을 바탕으로 가상가치평가법(CVM)에 의하여 홍해삼의 가상적 가치를 평가하는 것이다. 이를 토대로 2018년까지의 홍해삼 방류 육성사업의 경제적 타당성을 fuzzy 이론을 적용하여 분석하였다. 본연구의 의의는 홍해삼의 가치를 추정하고 울릉도 홍해삼 방류 육성사업의 경제적 타당성을 분석한 것이다. 본 연구의 한계점은 홍해삼의 진정한 가치를 이끌어 내고 가설적 편의를 최소화하기 위하여 실제상황을 설정한 연구가 추가적으로 진행되어야 할것이다. 연구결과, 울릉도 홍해삼 방류관련 육성사업의 퍼지내부 수익률은 약 6.5%에서 11.3%라는 사실을 알 수 있으며, 이는 상기 사업의 경제적 타당성이 애매모호함이반영된 퍼지내부 수익률방법에 의하여 확보됨을 의미한다.
