The purpose of this study is to consider national duties and responsibilities to provide the elderly-oriented integrated care services and to present how to mandate the implementation of the Korean style care management as a way of establishing the integrated elder care services system and to provide care services in an effective and efficient manner. In this respect, this study has identified the present status of Korea’s elderly care services and their delivery system and examined the customized integrated service environment with "linkage" as a key element in the process of restructuring the welfare service delivery system. Also, the study has identified the implications of the care management and regional-based integrated service system as the integrated care strategy of the OECD member countries and analyzed Korea’s elderly care service system on a product analysis basis. Therefore, this study has proposed viable ways to mandate the linkage of the elderly care services with a combination of social insurance, public assistance, social service and social welfare service within the framework of the Health and Social Care Act. In light of these, this study has proposed ways to mandate the implementation of the basic care management in delivering health, welfare and care services for the elderly in accordance with a number of relevant laws and regulations, including the Framework Act on Social Security, Act on the Use and Provision of Social Security Benefits and Identification of Qualified Recipients, Social Welfare Services Act, Welfare of the Aged Act, Act on Long-Term Care Insurance for the Aged, Act on the Use of Social Services and the Management of Vouchers, National Basic Living Security Act, Medical Care Assistance Act and the Local Autonomy Act, and the establishment of a linkage system to provide care services in an integrated manner among relevant stakeholders, including service recipients, local government and the National Health Insurance Corporation.

본 연구의 목적은 노인 중심의 통합적 케어서비스 제공을 위한 국가의 책무를 제고하고 이를 위한 제도화 방안으로 지방자치단체 중심의 통합적 노인케어서비스 체계 구축과 한국형 케어매니지먼트 시행을 위한법제화 방안 제시를 목적으로 한다. 따라서 노인요양서비스의 현황과 제공 체계를 파악하고 OECD 국가의 통합적 케어 전략인 케어매니지먼트 및 지역 중심의 통합적서비스 체계에서 시사점을 찾아 한국의 노인케어서비스 제도를 산물분석 방식으로 파악하고 한국형 지방자치단체 중심의 통합적 노인케어서비스 전달체계 모델을 제시하였다. 또한 노인에 대한 케어서비스를 관장하는 보건복지법령 체계의 틀에 의거 사회보험ㆍ공공부조ㆍ사회서비스의 구성에 따른 노인케어서비스 연계를 위한 법제화 방안을 제시하고자 하였다. 이에 노인에 대한 케어서비스관련 법령인 사회보장기본법, 사회보장급여의 이용ㆍ제공 및 수급권자 발굴에 관한 법률, 사회복지사업법, 노인복지법, 노인장기요양보험법, 사회서비스 이용 및 이용권 관리에 관한법률, 국민기초생활보장법, 의료급여법, 지방자치법 등과 관련하여 노인에 대한 보건복지 및 요양서비스 전달체계에서 기본적인 케어매니지먼트 수행 및 서비스수요자 －지방자치단체ㆍ읍면동 －국민건강보험공단공단 간 통합적 케어서비스 제공 연계체계 구축을 위한 법제화 방안을 제언하였다.
