This study aims to induce a stable activation of local housing association projects by analyzing the factors that affect them and to provide objective basis for association members, associations, constructors and others to execute stable local housing association projects. To summarize the research result, it indicates that as for local housing association projects, the professionalism and ethicality of the principal party of project implementation are more outstanding than the environment of local housing association projects and the lesser the conflicts among the principal agents of the projects, the higher the satisfaction with regards to the project result. Therefore, as for the local housing association projects, the professionalism of the project implementation principal agent has to be reinforced and the management and supervision functions of the competent institutions have to be reinforced in order to secure transparency of the project. Moreover, it indicates that conflicts between the principal agents have to be reduced by securing transparency for a higher satisfaction on the project. As for the local housing association projects, a lot of problems related to the professionalism and ethicality of the association president are occurring following the association member executing the work of the association president. Therefore, there is a need to secure measures to secure professionalism and ethicality in association presidents.

본 연구는 도시재개발사업을 중심으로 지역주택조합사업의 활성화를 유도하고 지역주택조합사업에 영향을 미치는 핵심요인을 도출하는 것이 목적이다. 일반적으로 지역주택조합사업은 사업시행주체의 전문성과 윤리성 그리고 사업주체간의 갈등 등에 영향을 크게 받는다. 따라서 성공적 지역주택조합사업을 이루기 위해서는 사업에 대한 관할기관의 관리감독기능이 중요하다. 지역주택조합사업은 조합원이 조합 업무를 수행함에 따라 조합임원의 전문성과 윤리성에 많은 문제가 발생하고 있다. 따라서 조합임원의 전문성과 윤리성 확보방안을 마련할 필요가 있다. 본 논문에서는 지역주택조합사업을 중심으로 사업에 영향을 미치는 핵심요인을 도출하고, 다른 한편으로 도시재개발사업의 정책적 방안을 제시하였다. 본 논문은 크게 5절로 구성된다. 2절은 선행연구검토, 3절은 분석체계구축을 통한 지역주택조합사업의 핵심영향요인도출, 4절은 주택재개발사업의 핵심영향요인 분석, 5절은 결론으로 지역주택조합사업의 핵심영향요인과 분석결과등을 탐색함으로서 사업시행주체의 전문성과 윤리성이 우선되고 사업주체간의 갈등여부가 중요하며 사업의 투명성 확보등 이에 따른 구조적 관계와 개선점 등을 찾아내고 정책적 발전방안 등을 제시하였다.
