1990년대 냉전종식 이후 평화가 정찰될 것이라 판단했으나, 아직도 전 세계 각지에서는 크고 작은 전쟁이 끊이지 않고 있으며 전쟁이론으로는 설명이 어려운 다양한 양상의 전쟁들 이 전개되고 있다. 세계 제일의 강대국인 미국도 9․11테러 이후 아프간과 이라크 전쟁을 수행하면서 상대적으로 막강한 군사력을 보유하였음에도 쉽게 승리를 거두지 못했다. 이제 는 군사력의 우위만으로는 더 이상 전쟁에서 승리 할 수 없음이 증명되었으며, 이런 이유로 미국은 제4세대 전쟁의 새로운 개념을 발전시켜 나가고 있는 것이다. 4세대 전쟁은 비국가 행위자들이 정치적 목적을 달성하기 위해 경제, 정치, 기술, 사회 등의 모든 수단 및 네트워크를 사용하여 비정규적인 방식으로 수행하는 전쟁형태를 말한다. 세계의 상대적으로 미약한 세력들은 이러한 4세대 전쟁개념을 적용하여 전쟁을 지속시켜 나가고 있다. 크게는 베트남전이 그러했고, 아프간과 이라크 전쟁이 그러했으며, 최근 IS의 모습에서 그 전략이 이어지고 있다. 이는 국제적 수준에서 지구화와 함께 보다 진화한 전쟁 의 양상으로 볼 수 있으며 발전된 과학기술을 적극 활용하여 보다 치명적이고 교활한 전략 을 완성해 가고 있는 것이다. 본 연구에서는 이러한 상황에 대한 문제의식을 가지고 현대전 양상을 제4세대 전쟁 이론의 관점에서 각 전쟁사례를 분석해 보고 그에 따른 북한의 전쟁 능력 및 사례, 방향을 알아 보고, 우리의 대응방향을 제시하고자 했다. 변화하는 지구적 환경 속에서 그 자체로서 하나의 독립적인 전략으로 수행되어지고 있는 4세대 전쟁의 기원과 본질을 이해하고 과학기슬의 진보와 함께 발전된 형태의 전쟁을 분석 하는 것은 향후 북한의 보다 더 진화한 4세대 전쟁 수행능력과 양상을 예측하는데 중요한 함의를 제공할 것이다.
