The major element and operator of a democratic society is its citizens, and, therefore, a democratic society requires its people who are qualified as democratic citizens. Such democratic citizens cannot be fostered with a short-term civic education; it is possible only when students can experience and learn the values and order of democracy over a long period of time. However, it is true that the education in schools so far has not been effective for the educational ideology of ‘nurturing qualified democratic citizens.’ Buried in an excessively competitive educational situation, democratic citizenship education has been relatively neglected under the realistic conditions such as entering privileged elementary, middle, and high schools and universities, even though its importance and righteousness are admitted in general. Due to the competitive educational situation and the deep-rooted recognition of students as objects of teaching, discipline, or protection, the conditions for the students to learn and experience democratic order and values are very poor. In addition, there are few references or guidelines to help students learn and experience students’ autonomous activities as a method of practicing democratic citizenship education. Discussion or agreement on the specific content that should be included in such guidelines has not been held or made yet. In this study, we are to identify the reality of student elections, which are a key component of students’ autonomous activities, and suggest ways of campaigning and rules for election management through which students can acquire the democratic order and values.

민주주의사회를 구성하고 운영하는 주체는 민주시민이며, 민주주의사회는 민주시민으로서 필요한 자질을 갖춘 민주시민을 필요로 한다. 이러한 민주시민은 단시간의 교육으로 양성하기 어려우며, 오랜 시간에 걸쳐 민주주의의 가치와 질서를 학습하고 체험할 수 있어야 가능하다. 그러나 오랜 시간 학교에서의 교육은‘자질 있는 민주시민 양성’이라는 교육이념에 충실하지 못한 것이 사실이다. 입시위주의 과도한 경쟁구도 속에서 명문의 초등학교, 중학교, 고등학교, 대학교로의 진학에만 매몰되어 민주시민 교육(Democratic Citizenship Education)의 중요성과 당위성을 인식하면서도 현실 상황을 이유로 들어 등한시해왔다. 학생을 교육의 객체로서 훈육의 대상 내지 보호의 대상으로 여기는 뿌리 깊은 인식들로 인해 학생들이 학교에서 민주주의 질서와 가치를 배우고 경험할 수 있는 여건은 아직도 매우 열악하다. 뿐만 아니라 민주시민 교육의 실천으로서 학생자치활동을 교육하고 안내할 수 있는 지침이나 안내서가 부족하고 이에 담겨야 할 세부내용에 대한 토론이나 협의도 충분히 이루어지지 못한 상황이다. 본 연구에서는 민주시민 교육의 실천이면서 동시에 학생자치활동의 핵심이라 할 수 있는 학생 선거의 실태를 확인하고, 민주주의 질서와 가치를 체화할 수 있는 선거운동 방법과 이를 규정하는 선거관리규정의 쟁점사항에 대하여 논의하고자 한다.
