Through the 1990s with the graving and dominance of neo-liberalism, korean society met the social, family crisis inclusive of the unbalanced layering of elderly bracket and de-familization. In response to these crisis, korean government has implemented diverse aged welfare policy. But the capitalization of aged care owing to the difference of economic power has still continued from the 1990s and the socialization of aged care is not being doing. Therefore peripheral aged has been excluded in the diverse aspect and general home owing to the unclean family flower have beared time, economic, social, hyo burden which might cause family crisis. There is a limit to solving these problems by the existing hyo-culture and welfare system. Technology which has developed in the 4-industrial revolution is capable of working as complementary factor to the existing aged welfare. Therefore, we asserted in this article the appropriateness and the pratical measures of hyo-robot for the socialization of the aged welfare inclusive of hyo-culture.

1990년대 이후 신자유주의의 가속화와 급속한 고령화의 진행은 이미 핵가족화로 이행된 한국사회에서 노인들의 불균형적 계층화와 탈가족화 등의 사회적, 가족적 위기를 초래하게 되었다. 이러한 위기에 대응하기 위하여 정부는 노인복지에 관한 사회복지정책을 시행하고 있으나 경제력에 의한 노인 돌봄의 자본화는 여전히 존속하여 빈곤노인 등 주변부적 노인계층에게는 노인 돌봄의 사회화는 되지 않고 있다. 그 결과 주변부적 노인은 여러 측면에서 소외되고 있으며, 핵가족화로 인하여 일반가정도 노인부양에서 시간적·경제적·사회적 부담이 가속화되어 가족갈등의 원인이 되고 있다. 따라서 기존의 효도문화의 강조나 복지적 제도로서만 이러한 문제를 해결하는 데는 한계가 있으므로 4차 산업혁명에서 발전하고 있는 테크놀로지를 노인복지제도의 보완적 요소로서 활용할 충분한 사회적 효용을 가질 수 있다. 따라서 본 논문에서는 효복지를 포함한 노인복지의 사회화를 위하여 테크놀로지의 일환으로서 효도로봇의 사회화와 제도화의 당위성과 그 실현방안에 대하여 논하였다.
