This article considers ethical or philosophical concept `Risk' which can occur from privacy matter in the present korean human genetic research. First, it shows general recognition and the risk and researches in the korean human genetic studies. Through the analysis of these, it is needed that ethical or philosophical consideration on the `Risk'. For this, This paper look into Ulrich Beck’s theory of the modern society, technology ant the risk on the 'uncertainty'. The modern technology always accompany with an uncertainty essentially. So it can't be controled enough by risk and the management on the predictability. In additional, the findings of the modern genetics have a technical characteristic that an influence power appears over the long term. Therefore, they include risk as uncertainty and the unpredictable nature even if their result shows a good state by a heredity college register technology application now. This kind of the risk can't be eliminated. In this ground, this article is focused on the issue of privacy problem and the risk which can occur in the present korean human genetic research. We try to classify that risk and find the method of management for those. In conclusion, the risk of privacy matter in the human genetic research which results in the uncertainty of technology is to be handle through social, multiple and foundational considerations and the risk presentation, over the reasonable predictability.

본 논문은 국내의 인간유전체 연구과정에서 프라이버시 문제와 관련하여 발생할 수 있는 위험을 현대 기술에 대한 철학적, 윤리적 관점에서 고찰한다. 먼저 국내 인간유전체연구의 위험에 대한 일반적 인식과 그 연구현황을 살피고, 철학적, 윤리적 관점의 고찰의 필요성을 밝힌다. 이를 위해 울리히 벡(Ulrich Beck)의 현대사회와 기술, 위험에 관한 논의를 ‘불확실성’을 중심으로 개관한다. 현대기술은 태생적으로 불확실성을 동반한다. 따라서 계측 가능한 관점에서 파악하는 위험과 그 대응으로는 기술의 위험을 전부 고려한다고 할 수 없다. 더욱이 현대유전학의 연구결과는 장기간에 걸쳐 파급력이 나타난다는 기술적 특성을 가진다. 유전학적 기술적용으로 결과가 현재 양호한 상태를 보일지라도, 여전히 불확실하고 예측 불가능한 위험을 포함하는 것이다. 이러한 불확실성은 해소될 수 없다. 이러한 관점에서 현재 국내 인간 유전체 연구의 프라이버시 문제와 관련한 위험을 고찰하여 그에 따른 위험의 유형을 분류하고 그에 대한 대응을 모색한다. 결론적으로 기술에 본래적인 불확실성으로 인한 유전체 연구의 프라이버시 문제와 그 위험은 합리적 계량 가능성의 관점을 넘어서, 사회적 차원 등 복합적이고 근본적인 관점에서 고찰하고 그에 따라 다각적인 위험 연출을 통해 대응해야 함을 주장한다.
