With the expansion of free childcare, the care allowance in South Korean society is relatively less social. In Germany, however, the introduction of child care allowance in 2013 was very controversial. This was due to the complex nature of the parenting allowance and the change in political composition. This study is concerned with the change of the child care allowance located in the complicated political topography through the multi - discourse competition of the policy actors. By looking over the decision process of the child care allowance in Korea and Germany through the discourse, this study tried to analyze how dynamics among policy stakeholders were reflected in institutional change. As a result of the analysis, the child care allowance in Korea, opposition to the system was mainly formed by actors supporting gender equality, but it was analyzed that it did not constitute a strong opposition because it was not a comprehensive inclusion of policy participants. However, in Germany, the discourse that worried about the negative effects on gender equality became more widespread, resulting in stronger opposition alliances to child care allowances.

무상보육이 확대되면서 한국사회에서 양육수당은 상대적으로 사회적 관심을 덜 받고 있다. 그런데 독일에서는 2013년에 양육수당을 도입하면서 이에 대한 논란이 매우 거세게 일었다. 이는 양육수당이 가진 복잡한 속성과 정치적 구도의 변화로 인한 것이었다. 이 연구는 복잡한 정치적 지형 속에 위치해 있는 양육수당이 정책행위자들의 다중적 담론경쟁을 통해 변화되는 것에 대해 관심을 가지고, 한국과 독일의 양육수당 결정과정을 담론을 통해 분석해 봄으로써, 양육수당에 내재된 정책적 이해당사자들 간의 동학이 제도변화에 어떻게 반영되었는가를 분석해 보고자 하였다. 분석결과, 양육수당은 한국에서는 제도에 대한 찬성연합이 반대연합보다 크게 형성되었다. 한국에서 제도에 대한 반대연합은 주로 젠더평등을 지지하는 행위자들을 중심으로 형성되었지만, 이 연합이 정책참여자들을 폭넓게 포괄한 것은 아니어서 반대여론을 강력하게 확산시키지는 못한 것으로 분석되었다. 그러나 독일에서는 젠더불평등의 고착화를 우려한 담론이 더 강하게 확산되었고, 그로 인해 양육수당에 대한 반대연합이 더 강하게 형성되었다.
