The goal of this study is searching for the meaning in the view of 'Collaborative Governance' the Vauban Eco-Housing Complex development projects in Freiburg, Germany that recognized as the most practical model of citizen participation worldwide. The analytic method of this case evaluated the participation side to the residents' attitude and process through the evaluation standards of participation process of Rowe & Frewer. According to the result of the evaluation, the participation of each stakeholder is not a formal and nominal participation but was made successful city development by practical participation. Namely this allowed an extended citizen participation that went far beyond the legal requirements and enabled citizens to participate even in the planning process. This project was created and implemented with the City of Freiburg and several other partners. Focused on the citizen's association "Forum Vauban" that was called the resident autonomy organization, What has been made 'the Vauban Eco-Housing Complex' through the support and cooperation of city government, urbanist and environmental groups have a very great meaning. In particular, the main goal of this project has been to implement a city district in a co-operative, participatory way which meets ecological, social, economical and cultural requirements. This case could judge the effectiveness of 'Collaborative Governance' through nine evaluation standards in the evaluation of the participation process. In the future, this case study will have a lot of value to utilize as a successful model in the process of various city development and city policy in Korea.

본 연구의 목적은 시민참여의 가장 실천적 대표모형으로 세계적으로 인정받고 영향을 미치고 있는 독일 프라이부르크(Freiburg), ‘보봉(Vauban)생태주거단지’ 조성사업을 사례로 협력적 거버넌스(Collaborative Governance) 관점에서 의의를 찾는데 있다. 본 사례의 분석방법은 로우와 프리워(Rowe & Frewer)의 시민 참여과정 평가기준을 통하여 분석, 평가하였다. 평가결과 각 이해관계당사자의 참여는 형식적·명목적 참여가 아니라 실질적 참여를 통해 성공적인 도시개발을 이끌었다는 점이다. 주민 자치조직인 ‘보봉포럼(Forum Vauban)’을 중심으로 시정부와 도시계획전문가, 건축가 및 환경단체 등의 지원과 협력을 통해 생태주거단지를 조성했다는 데 큰 의미가 있다. 특히 도시개발에 있어서 도시의 물리적 재생뿐만 아니라 환경적·경제적·사회적으로 도시 전반에 걸친 유기적 개발이었다는 점에서 주목을 받는다. 시민참여과정 평가에서 크게 두 가지 분석수준인 ‘대중의 수용성 측면’과 ‘과정의 효율성 측면’을 아홉 개의 세부 평가기준을 통해 분석함으로써 협력적 거버넌스의 실효성을 판단할 수 있는 사례였다고 볼 수 있다. 향후 이는 우리나라에서 각종 도시개발과 정책과정에서 성공적인 모델로 활용될 수 있다는 점에서 연구의 의의를 찾을 수 있다.
