The purpose of this study is to identify determinants of the five majorcrime(murder, robbery, rape, burglary and violence) incidences in Seoul. This study paidspecial attention to regional environmental characteristics along with controlledsocio-economic characteristics. By applying a panel regression model, this studyaccounted for not just cross-sectional characteristics but also dynamic changes of theregion. With utilizing the panel data which consist of regional socio-economic andenvironmental attributes of Seoul from 2003 to 2014, we found that proportion of thedetached housing and apartment, CCTV and commercial area have a positive effect onmajor crime incidence, among others. These results indicate that first, it is necessary toincrease the natural surveillance through the enhancement of social ties amongcommunity members. Second, considering the vulnerable characteristics of CCTV andcommercial zones on crime incidence, efficient redistribution of CCTV and redesign ofurban planning should be considered. The present study concludes with some policysuggestions that can reduce the crime incidence focusing on regional and environmentalperspectives.

본 연구는 서울시의 5대 범죄 결정요인을 살펴보는 데 그 목적을 두고 있으며, 특히 지역의 환경적 특성변인이 미치는 영향에 대하여 주목하고 있다. 본 연구의 자료는 2003년부터 2014년까지의 지역자료를 활용하고 있으며, 횡단면적 특성과 시간적 특성을 동시에 고려하기 위하여 패널 모형을 적용하였다. 본 연구는 5대 범죄에 영향을 미치는 요인을 지역의 사회구조적 특성과 환경적 특성을 동시에 통제하여 살펴보았다. 분석결과, 지역의 환경적 특성을 나타내는 변인에서 지역의 일반주택 및 아파트 비율, CCTV, 상업용지는 범죄발생에 유의미하게 정(+)의 영향을 미치는 것으로 드러났다. 이러한 결과는 두 가지 측면에서 범죄 예방에 시사점을 제공해준다. 먼저 사회학적 관점에서 자연적 감시성의 증진을 위해 커뮤니티 간의 유대감을 증진하는 것이다. 두 번째로는 일반주택 비율이 높은 지역, CCTV, 상업지역이 범죄가 발생하기 용이하다는 점에서 효율적인 CCTV의 재배치, 가로등의 밝기 조절, 도시계획의 재조정이 고려되어야 한다.
