This study aims to confirm on the externalities of park and green spaces. It isimportant to confirm and consider the externalities in order to investigate residents’demand for public goods and also efficiently allocate resources. With this is mind, thisstudy was carried out by selecting the park and green spaces of Bun-dang as the targetarea to confirm externalities. The Single-Bounded Dichotomous Choice of the CVM wasutilized in verifying the externalities, and the WTP mean(C*) was used to estimate thewillingness to pay. The willingness to pay of regions other than Bun-dang was identifiedto be approximately 31.4% higher than of the willingness to pay of the Bun-dang area,and also 15.4~32.6% higher than the overall average willingness to pay, in both the caseof considering and not considering the covariance. The externalities related to thebenefits of park and green spaces was proved to exist, and in relation to the areasbeyond the administrative district, benefits existed or showed even higher values. Theaverage willingness to pay for each district shows similar values to the ratio of park andgreen spaces and area of park and green spaces per capita. It can be interpreted thatthe factors of externalities identified in this study–comparison with neighboring areas,the formation of satisfaction during this process, expectations and use patterns-influencethe willingness to pay of residents.

본 연구는 공원녹지 편익의 외부효과를 확인하는데 그 목적이 있다. 편익의 외부효과(externality)를 확인하고, 고려해야 하는 것은 공공재에 대한 주민들의 수요를 파악하고 자원을 효율적 배분하기 위해 요구되는 작업이다. 이러한 문제의식 하에서 본 연구는 분당 지역의 공원녹지를 대상지로 선정하여 공원녹지 편익의 외부효과 존재여부를 확인하였다. 외부효과의 확인을 위해서 조건부가치추정법의 단일경계모형을 사용하였으며, 지불용의액을 추정하기 위해서 지불용의액의 평균(C*)을 이용했다. 분석은 지불거부자를 제외한 총 유효표본 599부 중 분당 지역 235부, 분당 외 지역 364부를 대상으로 추정하였다. 공변량을 포함하지 않은 모형의 경우 전체 평균 지불용의액은 84,760원, 분당 지역은 74,340원, 분당 외 지역은 97,692원으로 나타났다. 분당 외 지역을 각 구(區)별로 나누어 지불용의액을 추정한 결과 중원구 50,798원, 수정구 62,147원, 수지구 129,854원으로 나타났다. 공변량을 포함한 경우 유의미한 변수가 하나도 없었던 분당 지역을 제외하고 전체 지불용의액은 121,253원, 분당 외 지역의 지불용의액은 160,745원으로 나타났다. 분당 외 지역의 지불용의액은 분당 지역에 비해 약 31.4% 높으며, 전체 평균에 비해서도 공변량을 포함하지 않은 모델과 포함한 모델의 경우 15.4~32.6% 높게 나타났다. 공원녹지 편익의 외부효과는 존재했으며, 행정구역 범위를 넘어서는 지역에서도 편익이 존재하거나 오히려 높게 나타났다. 개별 구(區)의 평균 지불용의액은 공원녹지율과 일인당 공원녹지면적 등의 현황과도 비슷한 형태를 보이고 있다. 본 연구에서 외부효과의 요인으로 검토한 인접한 지역과의 비교, 이 과정에서 형성되는 만족도, 기대심리와 이용행태가 지불의사에 영향을 끼친 것으로 해석할 수 있다.
