The purpose of this study is to investigate whether the characteristics of local environment and cultural infrastructure determine the cultural level of educational programs and to find out the difference of regional cultural level. In order to identify these differences in detail, we measured the cultural level of educational programs centered on cultural services operated by the local literary halls, and examined the significance of the cultural and economic factors of the local community. In order to confirm the cultural level of the educational program, 3,485 programs were collected from the National Literature Hall from May 2014 for 6 months. As a result of the analysis, independent variables such as the number of foundation, financial self - reliance, and number of cultural infrastructure have a significant effect on cultural level. It was also found that the expansion of the physical infrastructure in the region was related to the improvement of the cultural level of the qualitative aspect and also the individual significance was confirmed through the empirical analysis between the dependent variable and the independent variable, And that there is a gap between them. This suggests that the provision of cultural services to the public needs to consider the characteristics of the local environment and cultural infrastructures and to establish a system for balanced regional growth. There are several limitations in this study. First, even though this study investigated all the 3,485 education programs run by regional culture centers over the nation, we couldn’t find proper continuous variables that may measure cultural capital level of the programs. Thus, we had to dichotomize level into ’high’ and ’low’ to avoid any possible measurement bias. We expect that future studies can find good continuous measures to capture the level of education programs. Second, since the data of this study included only regional culture centers that have culture-related education programs, we had to use 81 centers out of 214 centers. Future studies are expected to use variables that may cover more centers. Third, we used ’Metro(police)’ variable to control the characteristics of target areas, future studies may use more specific variables such as average age, average income, educational level, and so forth. Also, variables for the number of alternative education institutes such as college programs and department store education programs. Lastly, for cultural environment, more diverse cultural elements of areas may be used beyond just the number of cultural facilities that are used in this study.

본 연구는 아시아 문화권 중에서도 한국적 지역 환경 및 문화기반시설의 특성이 교육프로그 램의 문화수준을 결정하는지 조사함과 동시에 이를 통해 지역 간 문화수준의 차이가 발생하는지 알아보 고자 하였다. 구체적으로 이러한 차이를 확인하기 위해 지역문예회관에서 운영 중인 문화서비스를 중심 으로 교육프로그램의 문화수준을 측정해 이와 문예회관의 운영주체, 지역의 경제적, 문화적 환경요소가 가지는 유의성에 대해 조사하였다. 교육프로그램의 문화수준을 확인하기 위해 전국문예회관에서 2014년 5월부터 6개월간 이루어진 3,485개의 프로그램을 수집하였으며 각 프로그램을 유형별로 분류하여 문화 예술 프로그램의 수준을 분류하였다. 분석결과 독립변수인 재단법인 운영주체, 재정자립도, 문화기반시 설 수는 문화수준과 각각 유의한 영향을 미치는 것으로 나타났으며 특히 지역 내 문화기반시설의 수와 문화수준과의 높은 유의성을 확인하였다. 이를 통해 지역 내 물리적인 기반시설을 확충하는 것이 질적인 면의 문화수준을 향상하는 것과 연관성이 있음을 알 수 있었으며 또한 종속변수와 독립변수들 간의 실 증분석을 통해 개별적인 유의성이 확인됨으로써 각 변수들의 지역 간 격차를 보이는 것을 확인하였다. 이는 공공에게 문화서비스를 제공하는데 있어서 지역 환경 및 문화기반시설의 특성에 대한 고려와 함께 지역 간 균형성장을 위한 제도마련이 필요함을 시사한다. 본 연구의 한계점은 다음과 같다. 첫째, 본 연 구에서는 전국 문예회관에서 진행되고 있는 3,485개의 교육프로그램을 일일이 확인했음에도 불구하고 그 문화수준을 적절하게 측정할 수 있는 연속변수를 발견하지 못하여 ‘높은 수준’과 ‘낮은 수준’의 두 단 계의 구분으로 분석하였다. 향후 연구에서는 좀 더 정량적인 분석이 가능한 측정치가 발견되기를 기대한다. 둘째, 본 연구 에서는 문화관련 교육프로그램을 대상으로 했던 이유로 인해 214개 문예회관 중 81개 의 문예회관만을 대상으로 하였다. 후속 연구에서는 보다 많은 문예회관을 대상으로 이용할 수 있는 문 화수준 변수를 이용할 것을 기대한다. 셋째, 본 연구에서 연구 단위로 이용한 시군구 지역의 특성을 통 제하기 위해 광역도시 여부 변수를 사용하였으나 좀 더 구체적인 통제변수로서 연령대, 평균 소득, 교육 수준 등도 사용할 수 있을 것이다. 또한 대학이나 백화점 문화센터 등 대체적인 교육프로그램을 제공하 는 기관의 수도 통제할 수 있다. 마지막으로 문화적 환경의 변수로서 물리적 환경인 문화기반시설의 수 를 이용했는데, 후속 연구에서는 문화자본과 관련된 여러 선행연구에서 언급된 다양한 유형의 문화적 요 소에 대한 고려가 더욱 포괄적으로 이루어지기를 기대한다.
