1914 vs. 2014 : Is East Asia in 2014 Repetition of Europe in 1914?

Japanese Prime Minister Shinzo Abe caused uproar when he compared the relationships between China and Japan with Germany and England in 1914 at the World Economic Forum in early 2014. His comments were certainly careless given the recent tension in the region over the maritime territorial disputes and strikingly different interpretation of modern history among the major powers in the region. Yet many scholars agree that, commemorating the 100th anniversary of the outbreak of World War I, there are many gruesome similarities between Europe in 1914 and East Asia in 2014. This paper aims at finding out if there truly are worrisome trends in East Asia that resemble to what was happening prior to the outbreak of WWI, exactly one hundred years ago in the other side of the Eurasian landmass. I argue that there are many worrisome similarities between Europe in 1914 and East Asia 2014. First of all, there is a fast growing challenger who challenge the hegemon and the order that was created by the hegemon in the system: Germany had challenged England in 1914, as China is challenging the US in 2014. The hegemon happened to be a maritime great power and the challenger being a continental great power in both cases. Second, virulent and chauvinistic nationalism that significantly affects the decision-making process of major powers is dominant in both continents despite 100 years of time difference. Furthermore, as the massive trade volume between England and Germany as the largest trading partners to each other prior to WWI failed to prevent the war from breaking out, it is unlikely that the substantial level of economic interdependence in current East Asia will be able to avert conflicts in the region. In order to avoid the repetition of the 1914 Europe in 2014 East Asia, the parties in the region need to make strenuous efforts to build reliable confidence building mechanism, which will minimize misperception by making the process transparent. Also, every country should realize that using aggressive nationalism to boost its domestic legitimacy and popularity is only self-defeating. What WWI teaches us is that a conflict will bring unfathomable suffering and tragedy to everyone, so everyone has to work hard for reason and prudence to prevail.

지난 1월 일본의 아베 총리가 세계경제포럼에서 현재 중국과 일본의 관계를 정확히 백 년 전 1차 대전 발발 직전의 영국과 독일과의 관계와 비교하여 큰 논란을 일으켰다. 아베의 1914년 영국-독일 과 2014년 일본-중국 비교 발언은 영토분쟁과 역사 갈등 등으로 긴장과 갈증이 고조되고 있는 최근 동 북아의 상황을 고려할 때 정치인으로서 부주의한 발언이었지만 1차 대전 발발 100주년을 맞는 올해, 많 은 학자들과 언론가들이 100년 전 유럽과 현재 아시아 간의 상당한 유사성에 대해 공감하고 있는 것이 사실이다. 현재 아시아에서는 당시의 영국이 미국으로(또는 일본), 그리고 독일은 중국으로 비교되고 있 다. 100년이라는 기간을 사이에 두고 유라시아 대륙의 동서 끝에 쇠퇴하고 있는 패권국가와 강력히 부상 하고 있는 도전국가가 각각 존재하면서 격동의 시대가 형성된 것이다. 과연 1914년의 유럽과 2014년의 동아시아는 정말로 많은 유사성을 갖고 있는가? 또한 양 지역과 시대 간 많은 유사성으로 인하여 동아 시아에서 100년 전의 유럽처럼 전쟁이라는 같은 결과가 초래될 것인가? 1914년의 유럽과 2014년 동아시 아의 비교 분석을 종합해 보면 양 지역의 상황이 100년의 시차를 두고 있지만 두렵도록 닮아 있다는 것 이다. 먼저 헤게모니의 지위를 보유하고 있던 해상강국이 쇠퇴하는 틈을 타 대륙강국이 무섭게 치고 올 라오면서 기존의 세력균형 구조가 도전받고 있는 형국이다. 1914년 직전 당시 영국이 쇠퇴하던 틈을 타 독일이 급속히 성장하면서 유럽 세력균형에 균열을 가하였듯이 2014년에는 미국의 흔들리는 헤게모니적 지위에 중국이 강력하게 도전하고 있다. 또한 당시 유럽이 3국 협상과 3국 동맹으로 양극화되었듯이 동 아시아가 갈수록 미 중을 중심으로 한 양극체제로 발전하는 추세인 것이다. 여기에 1차 대전의 주요 원 인 중 하나였던 배타적이고 국수적인 민족주의가 주요 국가들내에서 횡행하고 있으며 이러한 위험한 민 족주의적 열기가 이들 국가의 외교정책에 주요하게 반영된다는 것이 또 다른 우려할 유사점이다. 동아시 아 지역이 경제적으로 가장 다이내믹하고 성장세가 빠른 지역이지만 이러한 경제적 협력과 친밀성이 분쟁 방 지를 보장해줄 거라고 신뢰하기는 힘들다. 그렇다면 2014년과 그 이후의 동아시아가 1914년과 그 직후의 유럽의 재판이 되지 않으려면 과연 무 엇이 필요할까? 무엇보다도 중국의 부상에 따른 세력균형의 균열이 분쟁으로 치닫지 않도록 역내 국가 들의 방위와 관련된 정책결정과정의 오판을 줄이기 위해 투명성을 높이고 신뢰구축조치를 철저하게 추 진할 필요가 있다. 또한 최근 공세적 민족주의 성장의 주목표는 각국이 자국 국민들에게 어필하여 정권 의 정통성을 인정받고 평판을 높이기 위한 것이라는 사실을 인식하고 이러한 무모한 정책이 결국은 그 들 자신에게 커다란 해가 될 것이란 사실 또한 주지시켜야 한다. 동아시아에서 일어나는 분쟁이 1차 대 전과 같이 전면전이 될 가능성은 현대전의 파괴력 등을 고려할 때 크지 않지만 소규모의 제한적인 재래 식 분쟁이라도 지역 주민들이나 국가 경제에 미치는 물리적, 심리적 파괴력이나 피해 정도는 상상하기 힘들기에 역사의 교훈을 깊이 자각하고 현명한 해결책을 신중히 모색해 나가야 한다.
